WASHINGTON: THE EVENING STAR has tne fallest Local Cireulation of any Newspaper in the World. and as an Advertising Medium is worth more than all the ether papers published in Washington. ee The discovery of gold on the Lower Califor- nia boundary has given the Mexican govern- mentashock. The clerical party, whose mem- bers are devoted to unrelenting hatred of the liberals for the part Juarez bore in taking from them their church property, insists that the outcome of the rush to the gold fields will be another war between the United States and Mexico and the of a large area of ter- ritory by the former. Theclerical press even predicts tH® annexation of all Mexico to the United States and the complete subjugation of their people. It is suspected that the Mexican sonservatives are not so much afraid of our ag- gression as they profess. The alarm they wish to excite is intended fora decidedly selfish purpose. They want to get the Mexican republic into another civil war and, if possible, put the liberal party with its friendly policy toward the United States out of power. With this accom- Plished the conservative party might resume its old-time aseendency in Mexican politics, Before that can occur, however, the Diaz gov- ernment will have carried Mexico so far along the road to an enlightened self-governed civilization that the opposition will be ina hopeless minority. This country neither de- sires to annex Mexico nor to meddle in her political affairs. Least of all is it likely that any such interference will come from a party administration that has always condemned its opponents for their responsibility for the Mexican war. — a The policy pursued by Great Britain in sub- sidizing the construction of strong, swift and large passenger steamers for Atlantic traffic with a view to converting them into armed cruis- ers incase of war is one the United States might well study, if not adopt. The English vessels are built exactly as if they were to go into the navy and are armed with rifled can- non and machine guns. They are to be of steel, very strong, and without exception the largest ships afloat. Should =-+ demand it they could be taken out of commission as pas- senger boats and at once manned by a crew from the navy, when they would be turned loose on the seas as commerce destroyers. The construction of half adozen such steamers in this country would establish an American line in Atlantic traffic and afford a reserve for the navy in time of need. That time may be al- ready at hand. ——$————— Three of the oyster-boat captains arrested by the New York World's relief expedition have been indicted by the grand jury in Baltimore for inhuman treatment of seamen. In the trial of recent cases against these captains a number of the most brutal have actually been con- victed and punished. In accomplishing whole- sale arrests and in impressing upon the lawless and cruel dredgers the conviction that they are not monarchs of all they survey the enter- prising newspaper has accomplished more than the Maryland navy. But the effectiveness of the latter has vastly increased. From being chased it has begun to chase. The dredgers seem to have lost their political grip. can no longer with impunity kidnap their sea- men, inflict upon these prisoners every form of barbarous cruelty, violate the oyster laws of Maryland, and defy the legal authority and military power of the state. Slavery and piracy are disappearing from Chesapeake bay, and nineteenth century civilization, startled at the modern revival of the barbarous practices of an earlier age, will rejoice at their disap- pearance. The right of a laborer to sell his work where he pleases has been recognized by the Mis- souri legislature in a statute making it a crimi- nal offense for any person or persons to intim- idate by threat or violence any workingman to prevent his gaining or keeping employment of any kind. The object of this law is to re- strain the labor unions from the persecution so frequently visited upon workmen who to be independent of them and control their time and labor for themselves. In the courts there has always been protection for such men, but the new law makes the offense definite and prescribes a penalty that can be understood distinctly. $$$ The collapse of the copper syndicate is one of the monumental failures of the age. Yester- day copper was worth £51 per ton in London, while futures sold at a little over £50. Yet the thousands upon thousands of tons held by the French syndicate were bought at £68 per ton, and the standing contract with American mines is for the entire output at £6134. Worse than this, however, are the contracts with the mines of Spain, Chili, South Africa, and Japan, where thousands of tons were bought last year at £70, and 60,000 tons of Chilian copper were bought at £72. Now the bankrupt Frenchmen are trying to close out to English buyers at £30, and can’t do it. The production has outstripped consump- tion nearly two to one, and the copper corner is narrowing until its occupants are nearly squeezed to death, For nearly three years the Duc d’ Aumale has been an exile from France. Famous as a sol- dier and beloved as one of the best of the Or- leanists, his departure was sorely felt by many classes, his only offense was in the tone of a letter tothe president of the ex- perimental republic. By a vote of two to one the chamber of deputies has permitted his re- turn, and speculation is buzzing everywhere about the consequences to French politics. To some it portends harm for Boulanger, but the latter himself hastens to applaud the return of the duke and ostentatiously extends a weleom- ing hand. Yet it is quite apparent that the ob- ject of the government is to introduce a re- straining influence upon the Orleanists and prevent their coalition with the Boulangists.
