The national association of builders, repre- senting probably the largest industry in the country since the total yearly building expen- diture of the land is estimated to equal the net amount of the national debt, has been in con- vention at Philadelphia this week, and recently discussed the building lien law. The legisla- tive committee reported that there is little real justice in such enactments for the reason that they offer s premium to dishonest contractors and others, and they submitted a resolution. having for its object the enactment of amend- ments to the lien laws of the various states, protecting only ‘actual personal labor per- formed upon the property liable to attachment, in amount not to exceed the value of 24 days’ work for each individual entitled to protec- tion.” After a long discussion generally criti- eising existing lien laws, a modified resolution was passed declaring that it was the sentiment of the association that the laws of the various states should be so amended as to protect the journeymen or laborers and the direct con- tractors only by the lien process. It was held to be as reasonable to give the baker a lien upon the man who had incorporated into his system bread bought from the baker as to give the material man an unlimited lien upon the house and lot of a man with whom he has had no dealings, for material sold to a contractor. The security thus given to this class of business men was viewed as unjust to all other vendors of per- sonal property, who must rely upon the credit of the persons with whom they deal, and as resulting in reckless sales by material men without examination of the responsibility of the buyer, and in the swindling of the owner of the property through compulsory double payments. The lien law of this District was mentioned as especially objectionable in the eourse of debate But it appears to be impossible to secure an amendment of the local law even by adding the require- ment that preliminary uotice of intention to claim a lien shall be given by the material man, though public opinion favors the amendment and views the existing law as a serious drawback upon building operations in Washington. The measure has the misfortune to be disfavored by the Commissioners, though an opinion favorable to it, endorsed by part of them, was first prepared. Mr. Wheatley, who has great influence over his amiable colleague, Mr. Webb, was, as he testified before the Taul- bee investigating committee, a part promoter asa member of the firm of Wheatley Bros., lumber dealers, of the passage of the original law, and he also testified that he is still a mem- ber of the firm of Wheatley Bros. The Com- missioners, from their position, have such in- fluence over District legislation that no im- provement of the lien law by amendment can be hoped for at this session. The practical suggestion appears in a west- ern paper that while there are gas, oil, meat and milk inspectors in many states and in the large cities generally, there are no inspectors of whisky. The omission is a singular one. ‘The vile adulterations that are sold ignorant men who have a depraved appetite for drink should long ago have been forbidden by law. ‘Ihe quickest way to reach the evil is to employ inspectors who have zeal coupled with scientific knowledge to ferret out the makers of bad whisky and bring them to punishment. The whole subject of food and drink adulteration has been handled in this country with a monumental inability to accomplish its. Itis not until one pro- ducing interest clashes with another, as in the oleomargarine question, that something is done. The innocent producer goes quietly, un- complainingly on sustaining life on barytes in his flour, sand in his sugar, chips in his coffee, logwood in his wine, refuse in his lard, and he knows what not in all the staples of the table. ———— The issue raised by the ways and means com- mittee in regard to the constitutionality of the Senate tariff bill is tne quart of dispute that will not go into the pint of time left this ses- sion. The Mills bill is now again in the cur- rent of legislation, as a House substitute to the Senate substitute. If the session were only a few weeks younger we should see the Senate Passing a substitute to the House substitute to the Senate substitute. Whereupon, the House in turn might repeat the process until we should all feel like the man who got between two mirrors and thought all the looking- glasses in the world were after him. Mean- time the country is bowling along with the old tariff, a little water-logged it is true, but with everybody merry above deck. a W.
