4 THE EVENING STAR, WASHINGTON: THE EVENING STAR has tne fullest Lecal Circulaties of any Newspaper‘injthe World. and as an Advertising Medium is worth more than all the other papers published tm Washington. aaa The communication from the Commissioners to the Senate in regard to corporation assess- mente is the latest move in their campaign of desperate malice against Taz Stan which found its beginning in the ignominious failure of their crusade upon the paper before the Taul- bee investigating committee. The impotence of their efforts to damage Taz Star has appar- ently crazed them, or they would never have singled out assessment and base their imputations upon the cringing favor-seeking falsehoods of drunken, blundering assessor, who writes himself down a fool, by his own com- communication to them. The statement that an officer of this company claimed to the as- sessor that its stock was worth only 50 cents on the dollar is an infamous falsehood. No written return was made in behalf of the com- pany and no verbal statement by any of its offi- cers, thus depreciating its value. Any such allegation would be recognized as absurdly false on its face, and no competent official, resi- dent in this community, charged with the duty of assessment, and endowed with ordinary common sense, observation and memory, would pretend to believe it, The assessor alone made the assessment against Taz Sram just as im the case of the other corporations mentioned in the published list. No lie in behalf of Tux Star affected this assessment. The case is merely this : The Com- missioners have required the assessor to aid them to gratify their malice, and he has yielded and written himself down a liar and fool in or- der to please them. Not only does the assessor falsify in his allegations of representations made by Tux Srar, but he makes misstatements the basis of his figuring concerning Tae Stan’s ac- tual valuation. The assistant district attorney and the Commissioners hastily adopt a mass of inaccuracies as the firm foundation of an im- against Tue Star of an evasion of jaw. Herefter, and in the proper place, the above statements in behalf of Taz ‘Stan will be amplified and made good. As the assessor alone made the appraisement criticised he alone is responsible for it. A comparison of this assessment, how- ever, with the others in the published list indi- cates that the same basis of assessment ora more favorable one was adopted by him in appraising certain other corpora- tions. The truth of the matter is as stated by the assessors of the District in their successive annual reports, that the per- sonal tax in the District isa miserable failure, almost universally resisted as unjust and in- quisitorial, and returning under the appraise- ments of the assessor a most absurdly indequate statement of personal property. Indeed according to the assessor's showing the value of such property here, a mere fraction of its actual value under the very highest appraisement made, has been steadily growing less durigg the last few years, No one in the District, either individual or cor- Poration, pays a full personal tax, and the law should be either universally and thoroughly enforced or abolished. The latter course is the preference of all citizens, The revenue can be better raised in some juster and more equal way. Tue Star does not attempt to defend all the various appraisements made by the assessor, or the general refusal by the community to make returns of personal property. It affirms, however, that nobody in its behalf as made any affirmation to the assessor tend- ing to depreciate the value of its stock, or has falsified concerning its possessions. The as- sessor has appraised as im other cases, the paper paysa fair taxation on its actual per- sonal property as distinguished from its good will, and the act of the Comissioners in singling out Tur Staz from among corporations and individuals as a notable case of undertaxation, ia an exhibition of pure malice, which will be recognized as such by every taxpayer on per- sonal property in the District. — The Floquet ministry has taken its mortal medicine and turned its face to the wall. It is a comedy the like of which France never saw before. The surprising resignation comes be- cause the deputies refuse to take the next step after adopting the serutin farrondissement and Proceed to consider constitutional revision. The Floquet program is to make the electoral system of France one that Boulanger cannot prostitute to his own purposes. In this policy the late minister hung helpless between the horns of a dilemma. To thwart Boulanger he must go further than the new law passed by the deputies this week and make candidates for the deputies ineligible @utside the districts in which they live. This would relegate his own party to defeat, Bou- Janger under the new electoral system, 1f it be- comes law by the assent of the senate, wii simply make himself a candidate in scores of districts instead of a department.
