It is therefore useless to send them; re Now both House and Senate have expressed their ideas of tariff reform. They differ radi- cally—beyond all hope of agreement or recon- ciliation in conference. The Allison bill has attempted to reduce the tariff in line with the principles of the republican party. The fede- ral tax on tobacco is removed and that on sugar reduced. Beyond the proposition to give bounties to sugar producers there is no feature of the measure that introduces new or uncertain party doctrine. In the main the Senate majority has produced a bill that equalizes and moderately reduces the tariff. Precisely what effect it would have if passed, In diminishing the surplus,cannot be now stated. ‘The reference of the Senate bill when itreaches the House will be regular and fatal. It will go to the ways and means committee never to re- appear. The reactionary suggestion to refer it to Mr. Randall's committee has not met with support enough to justify such a violent pro- ceeding. The Senate bill can only slumber through the last weeks of the s®ion and await the organization of a new Congress to decide its fate. With a majority in the House elected on the issue of protection there should be no doubt of the ultimate success of a meas- ure substantially on the lines of the Allison bill. It is only a probable expectation that the Sen- ate yesterday adopted what is to be the tariff of the country for the next four or five years, oe ‘The Senate committee increases the amount of the District appropriation bill, as is cus- tomary in the handling of this measure by Congress. If its figures were adopted the un- expended surplus of the District revenues for the year would be a million dollars less than if the House appropriation should prevail. If England and the United States are now to work together in Samoa the Morier incident has probably had an influence in altering the relations of the parties to the controversy. Bismarck shows signs of age in the weakening of control over his temper, and recent hasty Yieldings to the promptings of petulance and petty spite have exposed him to the most se- rious public mortifications of his career. Youthful cigarette smokers are astonished and enthusiastic at the supposed vindication of tobacco inf the discovery that it will destroy the microbes of various diseases, and may be after all of some practical use in the world. There is nothing very surprising, however, in the fact that the poison of tobacco will kill a little thing like a microbe, when it has been known to destroy human tissues and weaken or kill full-grown men, to say nothing of its effect upon the lower orders of humanity in powers of physical resistance, such as cigarette-smok- ing boys. —— There is another senatorial deadlock. The caucus nominationof Washburn in Minnesota is threatened with defeat by a bolt of the men who supported Senator Sabin. There are 55 of them, and with 27 democratic votes they can elect their man. While it took 62 votes to nominate in caucus it requires 76 to elect in the legislature, and if the Sabin men hold out Washburn cannot get that many votes. His adherents set the example in 1875 by bolting the caucus nomination of Senator Ramsey, which the Sabin men now claim as a precious precedent. Meanwhile, the legislature refuses to go into an election of Senator until the charges of bribery by Mr. Washburn are fally investigated and met. e Se The generous donation of land for the pro- posed Rock creek park by the heirs of John B. Clagett should encourage similar action by other land-owners in the valley, Every donated acre adds to the probability of a successful issue of the movement to secure this great public benefit for the capital and for the nation. , Sune eneeee The organization of a Roman Catholic coloni- zation society to place worthy Irish families on good lands in the south is a commendable un- dertaking. It will be a good thing for Ireland to have a judicious colonization of her overplus of Population in this country, and a great help for the south to have diverse laboring elements of population. $$ —_____ The Illinois legislature proposes humanely to apply liquor-license money in the rural dis- tricts to improving roads.
