The American met in the blue par- lor at Willard’s at 10 o'clock this morning and elected the following officers: President, Thos, Maddock; vice-presidents, Wm. Brunt, George w. Oliver and 8. J. Scott; secretary, Alfred Day, and treasurer, J. H. Goodwin. The re- port of Mr, D. F. Haynes, of Baltimore, of the committee on art and design, was read, and the convention passed a resolution appropri- ating @ sum of money to be used by that committee in the form of rewards to art students in the leading schools throughout the country. The convention adjourned at noon for dinner and met again at 2 o’clock, when a discussion on the means and methods of the | aay business was carried on. Senator Hale, from the committee on the eleventh census, to-day reported the bill to provide for the taking of the eleventh and sub- sequent censuses, The bill has been amended in many particulars. One amendment provides that all examinations for appointment and pro- motion under this act shall be in the discretion and under the direction of the Secre- tary of the Interior. PLUMB VOTED WITH THE DEMOCRATS. Mr. Brown offered several amendments to in- crease the duty on rice, but none of them were accepted. A new rice section increasing the duty was, however, inserted in the bill upon motion of Mr. Aldrich. Mr. Plumb endeavored to secure the impo- sition of a 25 per cent ad valorem duty on raw unmanufactured silk, but he was in a minority. He suceeeded, though, in an adminis- trative section adopted whom pee provides for the ESTABLISHMENT OF A CUSTOMS COMMISSION. The commission is to have its headquarters at the Treasury department, and is to consist of five experts, not morethan three of them to be of one political party, and the salary of each isto be $7,500 per pitta and erent penses. On Mr. Allison’s amendment, making an in- crease of 20 per cent in the duties on oranges, lemons, ‘and limes, there was almost unanimity, only seven democrats voting against it. MOW DETECTIVE RAFF CAME NEAR LOSING THE CUSTODY OF THE BOY IN THE CAPITAL OF VIB- GINIA—CONFESSION OF THE PRISONER—HE HAS SERVED TERMS IN THE PENITENTIARY. Detective Raff went to Richmond Monday night to bring here for trial the colored boy, Ben Thomas, alias Jim Jones, charged with complicity in the robbery of #700 from Tom Stanley atthe gipsycamp. The grand jury ‘was not in session at the time and the officer took with him a warrant from the Police Court charging the prisoner with the robbery. When the officer arrived in Richmond without a re- quisition (the proper papers) he informed the authorities that he had a United States war- rant. The officer attached so much import- ance to the fact that the paper was a “United States warrant” that the prisoner was taken be- faohy @ police justice and given a partial hear- colored attorney made his appearance as oe prisoner's counsel and made 4 HARD FIGHT FOR BIS CLIENT, Another attorney volunteered his services and rendered what assistance he could to the detective. The colored attorney's points were well taken and the justice declined to surrender the prisoner on the warrant. During the de- bate counsel became excited and it was thought for a time that they would come to blows. tective Raff and a Richmond detective took the judge's advice and went before the governor, who was undecided as to what action to take. The attorney-general was sent for and the offi- cers and counsel were told to return to the state house at1 o'clock. Detective Raff then went before United States Commissioner Pleas- ants and swore out # warrant charging the prisoner with burglary. The case was heard =~ the ner was turned over to Detective ge was deputized by the marshal to being him to this city. The prisoner's attor- ney returned to the governor and waited for = ae of the officers, but Detective Raff nen spre the prisoner and it was too late ae save client.
