WASHINGTON: eS ae EVENING STAR has the fullest Circulation of any Newspaper in the World, and as an Advertising Medium is worth more than all the other papers in Washington. . SS ‘The McDonald substitute which secured pre- eedence yesterday in the debate on the admis- sion of Dakota is an ingenious combination of the Senate bill for the admission of South Da- kota and the omnibus bill enabling the several other territories to be admitted. It proposes first the admission outright of South Dakota practically on the basis of the Sioux Falls con- vention with a division of the present territory on the seventh standard parallel. After that the measure provides for constitutional con- ventions in the territories of North Dakota. Montana, Washington, and New Mexico, which may frame a state gov- ernment and submit it to the people for approval at the polls. The admission of South Dakota under the McDonald proposition would take place at once with its passage and the approval of the President. The pressure be- hind this new substitute forced Mr. Springer to achange of base, and he offered an amendmentto his own substitute which is the most reasonable offer that has yet come from him. That amendment provided for a constitutional con- vention to amend the Sioux Falls constitution, adopted in 1885, so as to dispose satisfactorily of certain disputed questions relating to boun- daries, lands, Indians, federal jurisdic- tion, and the division of property and archives between North and South Da- kota, and to’ submit these changes to a popular vote in November next. After their approval by the people, the new state ‘would come into the Union as soon as the Pres- ident could issue a proclamation announcing the result. It is now understood that Mr. Springer goes a step further, and is willing to vote for an earlier convention and election, which would admit Dakota soon after the April elections. If these overtures fail of results fa- vorable to his omnibus bill, Mr. Springer stands ready, it is believed, to move to recommit the whole matter, which might keep Dakota out @ year longer. re The return of the Pennsylvania supreme court justices to the old-fashioned gowns is a pleasing and no doubt useful devotion to ap- pearances. The dignity of a court of justice is something worthy of visual recognition, and bench and bar are more likely to observe the sanctity of judicial rank when judges are clothed in a distinctive costume. The western judge, who puts his feet on his desk and chews tobacco to steady his attention to the lawyers below him, may dispense exactly the same de- gree and quality of justice) that his®more de- corous brother in a silk gown does, but the ap- pearances are against him. The justices of the Supreme Court of the United States have al- ways worn silk gowns, and once they were varie- gated with scarlet facings. These were aban- doned, together with the old-fashioned wigs, as savoring too greatly of the English custom. The graceful heavy silk gown was, however, retained as being neither national nor provincial in its symbolism, but the costume of judicial dignity everywhere that law is construed by judges. From an artistic standpoint it is immeasurably better than the plainer garb of the every-day§citizen. To this sculptors and painters forever complain- ingly testify. Nothing is more dangerous to a sculptor than the dress-coat on his statue, Nothing is so comforting as the flowing judi- cial robe, as may be discerned in the success of Mr. Story’s statue of John Marshall. So the judge who wishes to endow his bench with respect and his statue with grace"should adopt the silk gown. The day may come when the Indicial silk may rustle from Maine to Oregon. —— The factional ruction in the Ohio senate over officers has been delightfully settled by the election of a lady as engrossing clerk. The incident has suggestions worth the notice of the Indianapolis cabinet-maker. What a splendid pacificator Miss Anthony would be in the present political situation in York, — Capt. Robert Mills and Capt. B. Johnson, of the oyster dredging fleet, were yesterday convicted. in the United States court, in Balti- more, of cruel treatment of their men. The former was fined #500 and sentenced to a year's imprisonment, and the latter was given three months in jail. The oyster navy has also turned the tables on the dredgers and is no longer the pursued, but has become the pur- suer. With the courts and the navy bearing relentlessly down upon them, the world-defy- ing dredgers will almost be sorry that they have not obeyed the laws. no Mayor Roche demands more sworn testimony than he has yet been furnished in order to warrant the removal of Schaack and Bonfield, the Chicago police officers charged with the robbery of prisoners in their custody. The libel suit against the Times will have to be fought out to the bitter end. es The Haytiens have got their foot in it by the attempt to sink the Haytien Republic. It is preposterous to suppose the affair was an acci- dent. The course of the gunboat was deliber- ately changed from one of safe entrance to the harbor just as the Haytien Republic's anchor- age was reached. The act wasa characteristic piece of Haytien treachery and revenge. as Di Murska’s death in poverty is another re- minder of the world’s cold forgetfulness. A beautiful voice that charmed millions in this country and Europe made her a petted and much applauded woman. Its sudden loss and ill health reduced her to poverty and no gener- ous voice ever called her from it. Her daugh- ter, crazed by her mother’s death and poverty, took her own life in despair. Dr. Atticus Haygood, the well-known laborer imjthe cause of negro education, demands justice for the southern states in the public impression of what they are doing for negro schools. He says that since 1870 Virginia has spent £4,000,000, Georgia $2,550,000, and Ala- bama €3,500,000 for negro schools and teachers. The south claims to be doing all she can for her colored youth, and must do so sa simple principle of self-preservation and progress. eo Gov. Lowry has the opportunity to accom- plish more for the people of Mississippi by suppressing promptly and impartially the race outrages going on than years of moral suasién could accomplish. ee The choice of W. D. Washburn to succeed Mr. Sabin in the Senate selects an able mem- ber of a family noted for ability and success in public life. Si The pleasures of modern railroad travel are promised an accession in the electric light. The Milwaukee and St. Paul has introduced ‘this system of light this week, the incandescent burner being used.
