With the republican Congressmen in harmony with his views the next President may be ex- pected to accomplish much in the removal of the subordinate offices from the category of political spoils, in cansing such offices to be se- cured and held solely through merit and ef- ficiency in the applicants, and in giving the na- tional capital, as a result of the discarding of the ‘‘clean-sweep” theory, a reasonably stable element of population in the force of govern- ment clerks, and a body of deserving public se-vants, with a reasonably certain tenure of office and of constantly increasing efficiency. soouiumatct themes Dre In view of the break-down of the Panama Canal company, and the temptation to France to push the enterprise in the interest of the numerous investors among its people, the oc- casion is considered timely for an indirect warning to France not to meddle officially in the project. The action of the Senate on Senator Edmunds’ resolution concerning the canal may be expected to farnish this warning. France is to be held to her pledge of non-in- tervention involved in M. Outrey’s note to our government, while the course of the republic im respect to the canal was undetermined, in which the admission was made that the Panama Canal company was and must remain simply a French corporation. It will interest a good many cities in the ‘United States to learn that the Missouri su- preme court has decided against the right of the city of St. Louis to fix the rates for tele- phone service by a company chartered by the state. There is, undoubtedly, a sound enough Principle of law behind this; but the rule be- ‘comes practically a dead letter if the city sees fit to resort to roundabout instead of direct methods to enforce its. control. There are Privileges which the municipal authorities alone can grant or deny, in the exercise simply of their inherent police powers; and the denial of these privileges until the company had re- duced its schedule of charges to reasonable figures and entered into some form of binding contract to maintain this schedule, could hardly fail to produce the desired result, —-———_ The name of Oliver Ditson, the veteran music publisher, who has just died, has been “familiar as a household word” for more than half acentury. He was a genial, kind hearted man and always ready to respond to any de- mand upon him by his friends. A story used tobe told how he once came to grief in this way by undertaking to say grace at the table of ‘@ country friend, when, after straggling through the bods of the prayer with considera ble success he could not for the life of him re- member how to end it, and in desperation finally concluded it, “Respectfully yours, Q. That is cheap gas, and no mistake, measured by the range of Prices on this side of the ocean. An single burner will consume about six cubic feet of gue in an hour. In six hours thirty-six feet will be burned, and, where this sells for an Eng- lish penny, the total cost of a thousand feet of gas would fall below fifty-six cents of our money, or considerably less than one-half the the citizens of Washington, and a little more than s quarter of what is charged in George- town!
