All the other members of the sub- committee of the Senate finance committee have gone home. The elevator men had light freight during the day. The pie woman sat almost alone with her pies, sandwiches, and cakes, The fage boys played checkers and chess in the Speak- ere aoby, and only occasionally a red-headed bride and freckled-face groom aj in the echo hall to whisper eweet things, like us and Thisbe, through the medium of a stone wall. By force of habit, Mr. E. B. Taylor and Mr. Culberson appeared in the House at their early hour, but both made an unt early de The man who used to the democratic campaign book sat among the empty seats, with his occupation gone. TEE APPROPRIATION BILLS, Messrs, Randall and Ryan, of the House sub- committee having the sundry civil appropriation bill in charge, were at work during the day, with Solicitor-General Jenks and some other de- partment officials before them. | The fortifice- mn bill will be ready to report to the House as soon as they reconvene, sundry civil bill will be reported at the same time, or not more than a day or two later. All these bills except the general deficiency, which cannot be posed of until near the last of January, will rus be out of the way before the 10th of’ Jan- nary, SENATORS AND REPRESENTATIVES WHO HAVE GONE HOME FOR THE HOLIDAYS, Anumber of Senators have gone to their homes to enjoy with their families and friends the Christmas season. Among those who left the city last night and to-day are Senators Berry, Chace, Colquitt, Dawes, Saulsbary, e- | Daniel, Harris, McPherson, Frye, Platt, Rid berger, Farwell, Faulkner, Wilson, of Mary- Iand, and Gray.’ Senators Evarts and Kenna start for home this evening. tor Beck, who thinks a southern trip aid him in his struggle for health, leaves the city to-morrow for Aiken, 8. C., where he will probably stay for two or three weeks, Of members of the House there are fully 150 who have either gone away or are going to- night. Mr. Reed is the only candidate for the peakership who has ventured to leave the ity. Representative Forney, of Alabama, who has been ill at his residence in thie city for some ast, has so far recovered his health as to the beautiful weather to-day and paid a visit to the city of Baltimore, THE SENATE TARIFF BILL. Speculation as to the Treatment it will Receive When it Gets to the House. The early vote upon the Senate tariff bill will probably change the plans of the House ways and means committee. ‘They did not ex- pect the bill to come to them until very late inthe session, if at all, and were calculating upon pigeon-holing it in committee. There wassome discontent at this prospect among some of the Southern men representing districts that feel oppressed by the internal revenue laws. As long as it seemed improb- able that the Senate bill would pass the Senate in time for any sort of revenue action by the House this discontent found little * voice, but now there is a growing demand that something be done. The men representing the tobacco districts insist upon THE REPEAL OF THE TOBACCO TAX. Besides the democratic members of the ways and means committee are not satisfied with the way their colleagues in the Senate are letting the bill go through. It is not improbable, therefore, that they will take up the bill when itcomes over to them, prepare a critical re- port upon it with a recommendation of non- concurrence, ‘They are not quite decided as to their course. Immediately upon the bill's being received from the Senate Mr. Reed or Mr. McKinley will, of course, move that the House concur in the Senate amendment, It may be that this motion, instead of being met with a motion to refer to @he committee, will be antagonized by a motion to non-concur and send the bill to aconference, This would bring about a direct vote upon the Senate bill. If it goes to confer- erence, the democratic conferees on the part of the House would probably be Messrs. McMillin and Breckinridge. of Arkinzas, since the state of Mr. Mills’ health, would hardly permit of his undertaking the work. Once in conference the chances of the bills being reported back writh an agreement are about as narrow as pos- sible. The Proposed Homestead Savings Bank. Mansfield, who migrated from the Lyceum last night to make room for the Irving rehearsals of “Macbeth,” and trans- fers his company to the Globe, where he will continue the performance of “Prince Karl,” says the affair looks like a piece of petty jeal- ousy, quite unworthy of his compatricts. He does not believe Booth has had anything to do with it, as he is altogether too great a man and actor, and he thinks Booth’s partner, Barrett, is the responsible party. He is surprised at Manager Palmer's joining the combination, for it is against his own interest, as he has engaged many English actors, aml doubtless will con- tinue to do so, The whole cause of the dis- turbance is the fact thatan English actor in the leading theaters is man well born and well educated, who respects his art and himself and moves in good society. Old American managers find it to their advantage to engage young English actors, especially as they de- mand 4 smaller salar; Mansfield declined to say that he thought the English actor better and cheaper than the American, but explained that in America, as in France, ‘THE STANDING OF THE ACTOR is {és high than in England. Until the American stage is recruited from the ranks of men well born and well educated the American actor will, he thinks, have to —— with English tions. If the Am importa: public does not want English actore it has the "remedy. in its own hands. ‘The American public want the very best to be got in art as in everything else, and if American actors attempt to dictate to them they will not stand it. Actors act not for one place only, but for the whole world. Mr. Overton, Mr. Palmer's agent, has since contradicted the report that Mr. Palmer has joined the movement, The Longmans are about to publish a skit, entitled “A Great War Syndicate,” relating the history of «startling and novel war be- tween the United States and Great Britain waged by a syndicate of American capitalists, ‘The British museum has prepared « Stuart exhibition.
