THE EVENING STAR.| WASHINGTON: CROCHY &, NOYES.................. Editors Some of the changes in existing law pro- posed by the provisos in ‘he District appropri- ation bill as reported by the House committee are of general interest. In reference to over- head wires, existing law forbids the Commis- sioners to ‘permit or authorize any additional telegraph, telephone, electric lighting, or other wires to be erected or maintained om or over any of the streets or avenues of the city’ of Washington.” This provision is repeated in the House bill with the addition of the words “and Georgetown,” thus remedying thé defect which was discovered in the law when appli- cation was made to the Commissioners by the Tenleytown road for a permit to erect such wires in Georgetown. The law thus amended seems to be in shape to prevent with effect the growth of the overhead wire system of the District cities, and to hold it in its present condition until, acting upon the planso be re- ported by the Commissioners, Congress can carry into effect its avowed purpose of burying the entire network. Though, by the existing law and by the provision in the House bill re- stating the law with the above amendment, the erection or maintenance of additional overhead electric light wires is forbidden entirely, another provision of the House bill seems to “And no wires for the operation of public or private electric lighting shall be erected or maintained on or over any of the streets or avenues of the cities of Wash- ington and Georgetown after September 30, the Commissioners of the Dis- Columbia may authorize the tem- erection and maintenance of such cases of necessity.” The adoption this provision would nullify the present law law. By September 30, 1890, the electric light companies now existing and to be hereafter created could envelope the whole city in a cloud of overhead wires, New companies seem to be contemplated by the House bill. It is provided that the Commissioners in inviting proposals for electric lights shall not be “lim- ited to any one system.” and it is proposed to amend the existing law which empowers the Commissioners to authorize the laying of ezist- ing wires under the city streets by extending the privilege to the wires of ‘any electric com- pany with whom contract may be made for the public lighting.” Congress has said that no more overhead wires of any kind shall hereafter De erected. The Commissioners have shown a disposition to make an exception in favor of electric railway wires. This provision proposes an exception in favor of electric light wires. The owners of the telegraph and telephone wires will undoubtedly, on these precedents, claim that an exception should also be made in their favor, and that the wires with the weakest electric current of all should re- main unburied. The work of making such ex- ceptions cannot be safely entered upon. If it is once begun, the result will be that no over- head wires whatever will be buried. ——— T. B. Barry, formerly @ lieutenant of Mr. Powderly in the knights of labor, is out with @ manifesto announcing the establishment of a brotherhood of united labor, with himself as | leader. The desire to play first instead of sec- ond fiddle will sufficiently account, perhaps, for Mr. Barry's willingness to increase the num- ber of workingmen’s organizations now exist- img; but the motive which will impel a poor saan to spend any more of his wages in dues for the sake of helping Mr. Barry to the top of the orchestra is harder to divine. ——<—————— ‘The total amount of District appropriations Proposed by the House committee is nearly one hundred and fifty thousand dollars less than last year’s appropriation. But it is larger by several hundred thousands than the amount provided by last year’s bill as it passed the House. So the indications are that the same policy of wise liberality which ebaracterized last year's appropriations will be observed in moulding into its final shape the Present bill. The amount of the current in- come of the District from taxes, licenses, &c., fully justifies an increase over last year’s ex- penditure. The District desires full but wise appropriations and uo surplus, ‘The District appropriation bill as reported to the House contains a provision that the un- expended surpluses of District money shall be applied to the payment of the water debt. The District appropriations should be made with such wise liberality that there will be little or zo surplus about which to worry. In view of the wasteful expenditure of money, made by the agents of the government over whom the District has no control, in constructing a rotten tunnel, which is the consideration to the District taxpayers for the water debt, and in view of the fact that the present generation, from whose taxes current surpluses are derived, will hardly profit by the water-works extension, a more un- suitable disposition of such surpluses could hardly be devised. The money raised from the tax-payers of the present should be applied to the satisfaction of present urgent municipal needs, and the citizens of the future Washing- ten, who will enjoy the benefits of the water- works extension, when completed, should con- tribute their proportionate share to the pay- ment of the debt thereby created. — According to Edison the newspaper of the fatare is to be a perforated record of sound, to be placed in the of each sub- scriber, and to speak to his ear the collected ever, the newspaper of the immediate future, and existing type and presses will doubtless be worn out before their career of usefulness is ended. ee Persistent office seekers will do well to take note of the fact that, according to late advices from Indiana, the President-elect is pretty handy with his gun. $$$ 2 ‘The regulations prepared by Capt. Symons and issued as an order by the Commissioners Yesterday mark an important step in the di- rection of bringing suburban Washington into conformity, as far as to] considera- ations will allow, with the plan of the original sity.
