FE EVENING STAR. WASHINGTON: The factional quarrel in New Haven between the Troup and anti-Troup democrats, has borne fruit in a notable victory for the republicans at the localelection. It was bound to come to this, first or last, and the only wonder was that the inharmonious forces could be held together till the presidential struggle was over. Now that the prospect is fair of an early change in the collectorship, Mr. Troup will have a lot of idle time on his hands, which he can employ for his own amusement if not for the upbuilding of his party. He is a hard fighter; and if, during the next four years, the republicansdonot hold on to the local advantag#they have gained, it will be either because Mr. Troup has come to the conclusion that vengeance does not pay, or their own leaders do not understand the tactics to be used against a divided enemy. $$ o—___— “At last some one has come out with the truth about the Anglo-Saxon cities, and it is high time. Mr. Frederic Harrison says of them that they are dull and unattractive. pared with the cities of Greece and the Romans, ie lack brightness. The American thinks that a view of Baltimore will constitute a sufficient answer to this criti- cism. St. Louis and Baltimore may be permit- ted to settle that question between them. But both cities, undoubtedly, will, when their at- tention is called to the matter, admit that Washington, with the attractive and varied architectural effects of its residences, enhanced by a setting of grassy parking and green foliage, is pre-eminently the exception to the rule that Anglo-Saxon cities are dull, monotonous and unattractive. ee The statement that the B. and. railroad com- pany propose to commence immediately the extension of the double tracking of the Metro- politan Branch from Silver Spring west will be received as another indication of the vigor with which the work of putting the B. and 0. into the first rank of the railroad systems of the country is now to be pushed. Double tracking this road will enable it to handle the rapid and enormous increase of local busi- ness on the line, and, at the same time enlarge, as urgently demanded, its capacity for dealing with the through travel and traffic west. ‘The improvements to be made at the Wash- ington station are in the same line of progress, but the public hope that at no distant day the road will find it practicable to abandon this site altogether, and to supply the amplest facilities for travel in a grand union depot. ———————— The proposal to discipline Mr. O’Brien, the New York ward politician of trading notoriety, is based not so much on the admitted fact that he traded votes, as on the charge that he did not trade fairly. He is not especially blamed by the republicans for gaining votes for the national ticket at the expense of the minor republican candidates, but is censured for taking money in large amounts from alj of the local factions engaged in a struggle over the local offices, under promise of support, with che intention, which was carried out, of asets ing only one. The dishonest conduct of the recognized business of vote-trading cannot be too loudly condemned. Unless honor is ob- served among the bribers and the bribed the whole business of vote-trading is liable to fall into disrepute. $e The stories of the men employed upon the pyster-dredging vessels who have escaped to Baltimore and to this city indicate that there is no improvement this year in the cruel treat- ment to which the captives on these vessels have always been subjected. The policy of those who manage the Chesapeake bay oyster fleet is not merely hateful to every patriotic Marylander whose state is defied and bumili- ated, and to every American who thinks that the republic isa land where human freedom and the law harmoniously reign. The scope of its offensiveness is still broader. Under its baneful influence the Maryland oyster industry is steadily decreasing, and the beds are being recklessly destroyed. Every lover of the fat and juicy oyster is personally interested in the regulation of the defiant dredger, and the latter strikes at the stomach of all civilized races of men. ———— General Harrison is getting ready to go gun- ning. The grand army of office-seekers had better keep a safe distance away from the state of Indiana for a few days, till things have set- tled down again. SURE anemeandeeee ‘The verdict of the public on the “badger” trick alleged to have been tried on Philip Daly the other day in New York may be summed up in the single word “quits.” The vocation of badger playing is not a lawful one; but neither is that of keeping a fashionable gam- bling house. Perhaps it would have been bet- ter if Mr. Daly, before appealing to the police, had challenged his assailants to swear off with bim—they to abstain from the practice of their calling as long as he abstains from his, The public would have got some benefit out of such an arrangement in return for the protection they offer the polite lawbreaker against the vulgar fellows. $e Everybody will regret to learn of the new malady that has stricken Gen. Spinner, and threatens not only his comfort, but his life. ‘The e\-treasurer of the United States served his evuntry faithfully during a period when corrupt.on in public office was uncommonly rife, and when men who could be universally trusted were worth their weight in gold. His peculiar autograph on the government notes which were then everywhere current made the whole American people, from coast to coast, feel as if they had a personal acquaintance with him; and he was probably better known by name than almost any other federal func- tionary below the President and cabinet. It is now noted that the abolition of the car- stove will make aclear gain of the space in each car which the heater occupies, and that each train of seven or eight cars will thereby be enabled to carry twenty-five or thirty more passengers. This is the long-sought-for argu- ment to be employed with effect in inducing ‘the use of steam heat instead of stoves by the railroads. It appeals to the corporate pocket- book.
