BETTING ON THE RACES. Touts and Others Who Thrive on the of f Greenhorns. The pool lawn or “petting ring,” as itis more generally known in England, is a necessary ad- Junct to every horse race. Here it is the small speculator eagerly strives to double his invest- ment, while the more daring gambler presses his luck or stakes his all im the hope of regaining his lost money. The bookmakers, for such is the name they are known by, who occupy the small stands in the betting ring, and offer chances to bet on every horse in the race, gre usually a jolly lot, and spend their moncy freely. “The business is very fascinating,” said one of them, “and if Properly conducted is sure to pay.” Horse races give employment toa large number of Persons, while the contingency known as “touts,” or those who give tips on the rac = @ wandering set, following the races an of their information for a considera- tin ion they are as a rule a shrewd fet, and would resort to anything for money. Their | f favorite plan is to hang around the betting ring until ¢ they see a green one, a small specu- lator. Approaching him in a mysterious fash- jon, they draw him aside, and exacting from him not to divulge ae he hears, gives him a tip, or im other words tells him of a horse that towin. He is so confident, earnest, and even etic in his appeals not to let the “good Raine" go by that the * —— puts a bet on it. The “tout” having satisfied himself that the bet has been made, he marks his man and goes for another. This time the tip is not the same, yet he is equally confident of its success. Per- suaded by the apparent genuineness of the in- formation the greeny tries his luck. Marking this one the “tout” goes for another until he has given as many different tips to as many there are horses in the race. The race is run; sometimes an “outsider” wins. This is the “tout’s” picnic. Recalling from his notes the man to whom he gave the tip, he stations himself at the cashier’s box of the bookmaker where the bet was laid and waits for him. The man soon arrives in the best of spirits over his Tuck, cashes his ticket, and 8 off arm-in-arm with the “tout,” who reminds him that he made him beat the race and that he should give him something. This is usually done and the tip- ster departs, as he says, for additional informa- tion on the next race, and chuckles over the guilelessness of youth. Sometimes he ap- proaches one of his victims and consoles him with some romantic story about the jocke' umping the horse out, contrary to the owner's ections, and of his having been fined. This oer is usually swallowed and the victim aga’ to stake more money on the “reliable in- formation. Ye The “toute” are not the only ones who live from tipping. There are others, but they prac- tice their vocation in another and probably more honest way. Cards bearing the names of the probable winner in every race are sold by them and their agents at the modest sum of 25 cents, and_now and then if followed prove profitable. There is great competition, how- ever, in this business, and on account of the many kinds of such cards for sale, are rapidly losing favor. It is simply a lottery. — READY TO FIGHT M’MILLAN. Paddy Duffy and His, Trainer Prepar- ing for the Coming “‘Mill.”” Paddy Duffy, who is to fight McMillan, of | this city, arrived here last Thursday night. The fight, it is announced, will take place near this city in a few days. Duffy is a Boston boy. He was born in that city November 18, 1864, fought his first battle October 23, 1884, with Jimmy Dougherty, and defeated him in four rounds. He is an athletic-looking man, five feet seven inches in height, weighs in condi- tion 135 pounds, and looks like a formidable antagonist. He has been in forty-four fights and has never been defeated. He has van- quished such men as Shannon, Tug Collins, Paddy Carey, of England; Paddy Sullivan, Jimmie Dougherty, Scanlon, Bob Lyons, Smith, Shanahan, Denny Shea, Lally, of West Washington; McGinley, and many others. He claims the welter-weight championship of the world. Last July he went to England, but was unable to arrange a fight and returned the fol- lowing September. Mr. John T. Kirwin, the trainer of Duffy, isa fine-looking man, and would not be taken for a agp He is thirty-three years of age, six feet tall, and has made quite a record, bath as a fighter and instructor. He is at pres- ent the instructor at the Massachusetts Bicycle | Clab and the Howeton Club in Boston. It was he who brought out Joe Lannon. A reporter of Tue Star found Duffy to-day in his room at the Belvedere Hotel. When asked what he thought his prospects were, he said: “Oh, well, T'm not given to blowing, but I'll do my best to add one more to my list of victories. I've been training pretty steadily,” he continued, } “and am in good conditiot Mr. Kirwin, the trainer, who sat near by, said the fight would be a good one. “I have been training Duffy myself,” he said, “and think he’s in pretty fair condition, although I am | afraid he’s picking up weight, and that won't do, as he is limited in weight.and weighs in to-night. The trouble is,” he continued, “this bad wea- ther has been a serious drawback, and we have had to resort to in-door exercise exclusively.” “What do your exercises consist of?” “Principally sparring. I don’t believe in the sand-bag when training fora fight. It makes you quick, but it don't give you any chance to | look out for upper-cuts, &c. We & sey every day with ounce and a half gloves,” he continue: “and give and take some The fight which is to take P purse of $500. Skin-tight gloves will be worn, and the fight will be to a finish. You can tell = wh gw a of Washington,” he said, in concli t all we want is a fairchance, Give ws that and we will be satisfied.” preanaie acini Burglary on 14th « street. ‘MR. WEYMAN’S CONFECTIONERY STORE ROBBED OF PROPERTY VALUED AT BETWEEN $200 and $300. Mr. D. J. Weyman, the confectioner at 1738 1th street, secured his premises Friday night, shortly before midnight, and retired. Satur- day morning when he awoke he was surprised to find that uninvited guests had feasted on cakes and pies during the night, and subse- quently ransacked the premises. From the | store the burglars had taken several pieces of plated ware. From the upper rooms faa been taken two silk dresses, a silver-plated sugar bowl, and a number of knives and forks. he | are ‘ises were examined, and it was discovered t entrance to the premises was made through arear window. The slats had been cut ‘trom the shutter, and the fastenings on the window bad been forced off. The perty stolen is valued at between $200 and Seok Thirteen Whaling Vessels in Peril. WIVE HUNDRED OFFICERS AND MEN DRIFTING WITH THEIR BARKS TO THE SIBERIAN COAST. The whaling bark J. A. Howland arrived in | San Francisco from Fox Island in the Arctic Ocean Saturday. She reports these whalers in the ice with little prospects of being able to get out: The Andrew Hicks, William Bayliss, Saucer, Sea Breeze, Ohio, Rosario, Reindeer, Eliza, Mass, Hunter, J. P. West, Hidalgo, and Ocean. Nearly all of these vessels are from New Bedford. The whalers Thrasher and J. A. Freeman have gone to their assistance, but it was not thought at the time the Howland left Fox Island that they would reach them before they were broken w The Howland reports that the catch of the entire whaling | fleet up to a month ago was 122, the greater number of which were taken by the vessels now fast in the ice. The position of the vessels is about 20 miles from Herald Island and near the place where the Jeannette was frozen in and afterwgrd drifted north. There are between 500 and 600 men on the tied-up vessels, and: | Feat unless the ice breaks up before long, they not be able to survive, as their. provisions can- not hold out for a great length of time. A re- lief party was organized at Fox Island. The steamers Freeman and Thrasher were loaded retty stiff blows. | e will be for a THE EVENING STAR: WASHINGTON, D.
