Care, Notary Public. —————— The turmoil caused by the discussion of the overhead-wire nuisance and the substitution of an underground electric aystem might have been Spared Washington by the briefest study of Chi- tago’sexample. There is a city whose climate is Inflaitely more dificult to deal with than ours, ‘and yet the underground system works so well That none of the electric companies would be will- Ang to restore its poles, with their never-ceasing repairs and their constant menace to human life. ee or hes pas oe an effort of 24,174 the city to run poles for its frealarm wires ‘Through a fashionable district, The i:habitants Tose in protest, and, as they could not fight the case, subscribed a fund for putting the wires un- derground. This change was found so excellent that the fire department raised a clamor for the Durying of all wires, as the overhead system often Presented a fatal obstruction to its operations. Not, however, until a hotel burned in mid-winter, and several lives were lost, because the water froze on the wires and made a barrier across which no ef- fective work could be done, did the common council Decome alarmed. When it did it ordered all wires in the business district to be put beneath the sur- face within six months, and the mayor showed so much determination about enforcing this com- mand that the companies attacked thelr task with spirit. The methods employed were various. The electric light people dug a ditch in the middle of the streets and put in asphaltum blocks drilled for the passage of cabies through them. The tele- graph and telephone people dug a trench, about a foot deep, close to the curbstone, and laid in it thres-inch tron pipeg filled with gutta percha in- sulated wires, They could lay a mile or two of these pipes in a night, so that the regular city traffle was little disturbed. Now, some of them ‘use sewer pipe, and others wooden boxes, but all ‘With the same efflect; and all that 1s necessary, when the wires of one set are exhausted, 13 t0 ‘open the trench and put in another line of pipe, Riled like the first. ‘There is no tearing up of streets oF biockading of business, but 5,000 miles Of wire, thus laid, are in successful operation to- day, and several more miles will be added Shortly. ‘The public mind hereabout has been so confused with the technical talk about currents and cut-offs, and conductors and insulators, which to plain people is an unintelligible jargon, that it has generally been supposed that some insur- mountable obstacle stood in the way of the pro- posed change. It 1s obvious from Chicago’s case that this is @ neediessiy fearful view. John P. Barrett, an electrician connected with that city’s government, solves the whole underground wire problem by the same quiet but effective process that Horace Greeley suggested for the resumption of specie payments after the panic of 1857, “The way to put wires underground,” he says, “is to put them underground.” Anything that will insulate a wire will do for a condutt; and it stands to reasom Uhat the commen iusulators made of cioth and grease, which, exposed overhead to the action of the weather, soon Wear out and become not only useless, but positively dangerous, would last for a long time under protection. The folly, therefore, of complaining at the diMculty of underground insulation while regarding overhead Insulation with complacency, s one of those tn- consistencies which can be explained only on the Supposition that a dollar spent on permanent Plant looks bigger to the eyes of a money-making corporation, When dividend-day comes around, thaa one hundred cents spent in patchwork, ————- —____ ‘The cordiality of the relations existing between. Surgeon-General Hamilton and his proveges at Camp Perry, when he parted from them the other day, was I marked contrast wita the assuuits ‘made upon that officer when he first insisted upon ‘the resort to refugee camps instead of permitting ‘the people who were fleeing from tue scourge to go Whithersoever they pleased, with the chance of carrying infection with them. By this time, Goubtiess, the more sensible persons in the camp have come to realize the seriousness of the situstion and the wisdom of the apparently severe measures adopted by Dr. Hamilton. One of the most astonishing features of a yellow fever epidemic fs the insidious manner Of 1ts spread. Even certain articles of food, whten ‘Would be least suspected of pertious endencies, ‘owing to the processes employed in their prepara Uon for market and the Labie, have been shown by experience to be disease-breeders of the most dan- gerous sort. Itis recorded, for example, that in the epidemic of 1867, wuen several of the Texas towns had established @ quarantine against Gal- Veston, @ steamboat from that city, sailing up the Trinity river, was stopped by the health officer of Liberty a short distance from there, and forbidden to make its accustomed land- ing. The captain said tuat it permitted to put Ashore a Sack of coffee, which he had brought up for a citizen of Liberty, he would tara back. His Tequest was granted, the sack was turown out on ‘he river Dank, and the doat recreated. The citi Yen got his coffee, opened it, caught the fever, and died; his famuy and ‘servants were taken down immediately afterward, and from them the disease spread like wildfire ‘arough the whole place.
