It ‘2kas been proposed to abolish the Police Court and Greate eight magistrates as a substitute for that Court; alsoto retain the Police Court, give it a Jury, and make ft an appellate tribunal for the Minor courts of four magistrates to be created; ‘and finally to give the Police Court a jury and Otherwise to leave matters as they are. These va- lous propositions have been embodied in bills be- fore Congress. The immediate and urgent need ig te make provision for trials by jury in the Po- Moe Court in cases where that method of trial fs demanded. Doubtless the whole sys tem of considering and punishing petty Offences in the District could be remodeled to ad- ‘vantage, but if the request for comprehensive re forms is coupied at this late stage of the session ‘With the demand of a jury for the Police Court, it 4 possible that the entire proposition may fail. A Measure to pass the House before adjournment Must be of light weight and well mounted. A ‘Single enemy tn that body can defeat tnis effort.
