Mr. Palmer gave notice that on ‘Tuesday next he would call up the Senate bill to encourage the holding of @ national industrial exposition of the arts, mechgpics and products of the colored race throughouPthe United States in 1888 and 1889, ‘THE SUNDRY CIVIL APPROPRIATION BILL. The Senate then resumed consideration of the sundry civil appropriation bill, the pending ques- ton being on the paragraphs relating to ‘THE NRW LIBRARY BUILDING. Mr. Allison offered an amendinent to the clause providing that no work shall be done except to complete that portion of the buliding shown in Dian No. 1, and abrogating all contracts made for work outside of these limits. His amendment au- thorized the Secretary of the Interior to adjust and settle all losses and damages resulting from Unis restriction of the work, ‘Mr. Plumb thought this Vested the Secretary of the Interior with unusual powers, and that « would be better to refer such claims to the Court of Ciaims. . Mr. Allison replied that there was only one con- tract affected, and that was for tue foundauion. Mr. Allison’ amendment was adopted. Mr. Plumb said the provision proposed to co tract the building; to make {t smaller than origi- nally intended, and he would like to hear some explanation from the chairman of the committee, ‘THE COST OF THE BUILDING. ‘Mr, Allison explained that the provision contem- plated the completion of the west front and also @ building 1n rear of the center for the Library itself. The original plan was to complete the en- Ure butiding vo cover the entire site purchased. He could not give an estimate of the cost of the entire building. nor had he discovered anybody who could. It was safe to say that if constracted as orig- inally planned the structure wouid cost $10,000,000. ‘The testimony taken by the appropriations com- mittee showed that the portion proposed to be completed by the bill would be ample for the pur- poses of the Library for fifteen or twenty years, ‘That was the estimate of Mr. Spofford; so the committee thought 1t was wise to restrict all ap- Propriations—those of tue past included—to the ‘completion of this part of the building. ‘The cost Of this portion could only be approximated, but he should say 1t would be about $4,000,000.
