First, it claimed at the site of the Proposed bridge 3 feet on each side of its line as Duilt, and put to rout the agents of the United States who attempted to dig within these limits, ‘Next, the suggestion being made that it had de- Parted from the course authorized by its charter, it claimed the right to move Mts tracks out 200 feet, making its line straight. Now, says Col. Hains, “the railroad Wantssuch modifications as will give It the line it Row occuples and at the same time allow It to move out to the new one,” but will not agree “to Pay {ts fair and just proportion of the cost.” Ob- servation of congressional treatment of this rail- Toad justifies a few conclusions based upon the facts in the present case. If Uncle Sam gave the oad the gratuitous right to enter the city along certain streets, the property of the United States, and the road chose to enter by other streets than ‘those authorized, the only thing for Uncle Sam to do 1s to legalize the road’s action. And if the Toad, in the course of its illegal occupation of the streets aforesaid, has felt compelled to bully the United States, to actively resist the work of government agents on government property, to drive the nation to the courts for protection, and Yo delay the completion of a needed bridge to the great inconvenience and expense of the public, the only thing that Uncle Sam can do is to meekly thank his stars (and stripes) that matters are no ‘Worse. And if there is question as to which of two Toutes is the one legally authorized, the rallroad must be allowed to take both, charter or no charter, and the cost of making bridges, streets and things in general conform to the new arrange- ment, must, of course, be borne by the United ‘States and the District of Columbia. Not responsible for the overstock now existing in this department, After four days’ careful examination of the stock he reports as follows: “You have 820,000 ‘worth of foods I have no use for.” If he has no use for them we havenot.
