It was at this point that ‘the war culminated, as it were. On the southern sige Gettysburg was the scene of a repulse which practically settled the fate of the confederate plea for foreign recognition, and dropped the pur- chasing power of the paper currency of the Richmond government to a level from Which @ return to barter was a positive Tellef. Had General Lee’s plan succeeded, and the confederate army penetrated fifty miles further to the northeast, Harrisburg, a northern capital, and a center where a dozen transportation routes converge, would have been his, ‘The whole ‘North was in a tremor of excitement. Every mili- ‘aman [who could be spared had been sent to the seat of War for thirty days’ service. The great cities on the Atlantic coast had organized tem- porary corps known as home guards, but, with the exception of these undisciplined bodies, were Siled with non-combatants; and the restlessness among the denizens of the slums, which after- ward found a free vent in the draft riots, had already begua to manifest itself to such an extent as to frighten timid people into @ belief that the secret enemy would ‘accomplish, with fire and pillage, as much damage im the rear as the open enemy were accomplishing im front.
