_- THE EVENING STAR: WASHINGTON. D.C., a, THE EVENING STAR. WASHINGTON: -June 22, 1588, Editor, ‘The Evening Star basa regular, permanent bona Sde daily circulation more than treble that of any other daily paper published in Washington, and much greater than that ef all the ether daily papers bere added together. ————— ‘The Star Out of Town. Persons leaving the city for any length of time ean Dave Tue Star mailed regularly to any address ‘nd for any period they may desire, 6” All orders for the paper by mail must be accompanied by the money,—at the rate of fifteen cents & week, or fifty cents per month, unless ‘sent to a foreign country, when the price, includ- Ing postage, is 80 cents per month. ——$—<—— Advertiners ‘will serve thefr own purpose best, and at the same time greatly accommodate Tae Stan, if they will send im before noon to-morrow their announcements for ‘the ertrs large edition of Saturiay’s paper. the forms of which must be sent to press much earlier than on ‘Ue other five days of the week. ———+e+_____ It may be tooearly to discuss the probabilities ‘of the coming campaign until the repubitcans have put thelr ticket in the eld; but the possibilities are constant quantities. Of the 401 electoral votes, 201 are necessary to a popular choice. ‘The north- ern states, including among these Colorado and ‘Kansas, which are really south of a continuation of Mason & Dixon's Une, but in their state elec- ‘ons show a preference for republican candidates, ‘and California, which is geographically a southern state, but im sentiment more closely allied with the north, are counted on by the repubil- cans to furnish 182 votes The southern ‘states are looked to by the democrats for 153, and New York, Indiana, New Jersey, and Connecticut are put by both parties in the doubtful column, although the New England aMilations of Connec- ‘Ueut Incline her rather to the republican side, and ‘New Jersey democrats boast that their state al- ‘ways goes democratic In presidential years. New ‘York's 36 votes, added to the republican 18%, ‘would give the required majority with 17 to spare, or, leaving New York out of the question, Indiana and Connecticut or Indiana and New Jersey in combination Would effect the same result. If they could carry New York the republicans could afford to let the rest of the doubtful states goand give California, Oregon, Colorado, and Nevada—the whole Pacific slope—to the democrats in the bargain. This ts why the ques- ‘ton of locality is so strongly argued in connection ‘with the pleas for certain candidates at Chicago; and it is upon such a foundation that Mr. Harri- son’s supporters build their hopes of overcoming any opposition which his attitude on the Chinese question may have aroused against bim on the ‘Western coast. The democrats, on the other hand, even if they can carry New York, have still ‘tweive votes to gain. Indiana would furnish them, or Connecticut and New Jersey combined. In any event, New York must be carried, unless a revolu- ton can be worked in Michigan, Minnesota and ‘Wisconsin, which between them would give within five votes of an equivalent for the Empire state. Such a complete reversal of history 13 not likely to occur, and the sanguine prophets who are depend- ‘Ing On it will be forced to accept New York for a Dattie-fleid before the canvass is over; for the re- Publicans will feel, in throwing their greatest efforts into that state, that they have only to be successful there ip order to settle the result of the ‘whole struggle. ao The anti-saloon movement in the republican Party has a highly respectable element behind it, Dut evidently this 1s not considered by the leaders of the party an opportune time for giving it the recognition to Which its character would ordl- narily entitle it. Theonly reason that could be Urged in favor of doing so would be the hope of winning over some of the prohibitionists who have not wholly broken away from their old party moorings, but it has become pretty well settied in mnost minds now that the prohibitionists are to be Giverted from their third party idea only by the distinct assertion of the prohibitory principie by ‘one of the old parties, and this is an extreme for ‘which nether of the existing political organizations S yet prepared. Moreover, by common consent, ‘the tariff question is to be made the issue of the present canvass, and a reference to any other sub- Jeeta Of importance would be lable to distract public attention from the main toptc. ‘The demo- rats set the example by omitting the usual clause about sumptuary legislation from their platform, and the republicans have naturally followed the suit of their challengers. One great question at a ‘Ume is perhaps enough for the American people to settle. At all events, the two platforms are so framed that when the votes are counted next ‘November and the resuit announced nobody will Dave the slightest difficulty in judging “what aid 10." Popular desperation with reckless driving has Yeached a point in New York city where tt is seri- ‘ously proposed to require drivers to take out a Acense, If this couid well be done, it would have ‘an indirect effect, doubtless, for good, as it would gradually compel men of carviess habits to give Up driving a3 an occupation, But whether it ‘Would be practicable is quite another question, ‘The young man Who hires a livers horse and goes Out for an airing after sunset would get into ‘trouble at once if he could not produce his written authority; and yet, as he allows himself this ‘Yuxury only ouce or twice a year, perhaps, tt would ‘seem like a hardship to require him to apply tothe police and pay a fee for a permit aanually. But ‘the practicability of the plan is not of so much ‘interest at the moment as the evidence it gives ‘that the people are awake to their just grievances ‘and are casting about for any means of relief that ‘they can possibiy lay hoid of; and in the end every Rew scheme resolves itself into a demand for the Proper policing of the streets—for plenty of of- ers and plenty of firmness in enforcing the law ——— a 5 “ ‘The idea of stopping for ecouomy’s sake a great ‘and necessary public work when less would be lost dy going on witn it than by going back, appeais to Robody’s approval, probably, except that of the members of Cougress who pretend to be fright. ened at the prospective cost of the new library ‘Duilding. No private citizen would waste his ‘money ip that Way, and there ts no reason why ‘the Government should. The brary should be ‘Duilt substantially as planned, and if precautions are taken to prevent mismanagement and waste 4¢ 48 not believed that the pation wili complain of ‘the cost, ——__— -=—__ ‘The reign of anglophobia bas set in at Berlin, Dr. Mackenzie ts the frst distinguished English- ‘Man to feel its effects, and has left the German capital without a farewell audience with the new emperor, who, if report is to be credited, snubbed him violently. As the doctor's worst offence was is assiduous endeavor to cure Fredevick’s malady, OF at all events alleviate its pain suMcientiy to enable the good prince to ascend the throne, ‘Wiiliam’s act is full of meaning, thouga in view of the known character and tendencies of the new @uaperor it 18 not at all surprising. ——— ‘Senator Hiscock in bis nowinating speech made an able detense of Candidate Depew, and a jury might be expected to acquit the latter, or at least Worecommend mercy. But a nominating conven- ‘Won is not a jury, and the weakest of appeals to ‘them is that waich takes the form of a defense, ——— a ‘The Salisbury goverament appears to have put 308 worst foot foremost agaia in the imprisonment of Jobp Dillon. This ministry will pass into his. tory asthe most brilliant blunderer of any since ‘hose which successively resisted Sir Robert Peel's reforms. There are lots of things stowed away in the ‘different departments of our house that are con- ucive to one’s comfort and ease during the heated term, but which we seldom mention Decause our space in The Star is limited.
