THE EVENING STAR. WASHINGTON: tm before noon to-morrow thelr announcements for ‘theerirs large edition of Saturday's paper. the forms ‘of which must be sent topress much earlier than on he other five days of the week. ——_— ee ____ ‘The Journal of Industrial Education has anal ‘Yaed the statistics of one typical penitentiary in Pennsylvania and another in Illinois, and finds ‘that, of some 2,600 convicts, more than two thou- sand have enjoyed fair educational advantages, and between one and two hunared were college Graduates, Of the whole number 520 were total ‘ebstainers from intoxicating drinks, and only sdout one-third were of intemperate habita, These figures conflict with the theory that elther lack of the rudiments of knowledge, or of temperance in the use of stimulants, is the chief promotive of crime, The most significant revelation of the Journal's figures is the fact that more than four- stronger argument be found in favor of the manual training which it is now proposed to give the gerous it becomes if the hands have noemploy- ment with which to work i Toeducate a young man Gespises the lowest Toom for everybody on the tariff question by in- dorsing both the platform of 84 and the Presi- dent’s message, and pronouncing the latter tue correct interpretation of the former. But if the message and the ’8¢ platform mean the same ‘thing, the common meaning 1s furnished by the message, for that document is clear and decided in its statement of intention, while the '84 platform 1s ambiguous, It follows either that the ‘84 Platform means retention of the internal revenue System, a reduction of taxes by removing the du- tes on wool and raw material generally, and war against the protective system, or else that the 's8 platform declares a falsehood. The President's message, of Which the meaning is unmistakable, 1s indorsed, and the force of this approval 1s not apparently decreased by a declaration, whether ‘true or false, that the meaning of some other docu- ment, ambiguous in form, is the same. From this point of view the tariff reformers ‘With free trade tendencies have the firmest foot hold upon the °88 platform. Not all of either faction of the democratic party are satisfied with the situation, and extreme tariff reformers join ‘With protectionists like Mr. Sowden in pronounc- ing the St. Louis declaration “a cowardly strad- die.” The straddie is of a kind, however, to threaten the protectionists rather than the re- formers with a trampling. ———————— ‘The democratic party deserves a kind word for the excellent precedent it has established in cut- ting down the length of its platform. The plat- form of 1888 is only a little more than one-third as long as that of 1884, and consequently three times as readable. Instead of wasting columns of ‘space in “pointing with pride” and “viewing with alarm,” the St. Louis convention buckled down to business, reviewed briefly what {t considered the strong potnts in the administration of President Cleveland, drew the line between the parties on the tariff question, and stopped before saying much more than was necessary. If the republican Party will follow suit, and the candidates on both ‘ides Will write correspondingly short letters of acceptance, the newspapers and the public in general will be profoundly grateful. _——<——— AsaSenator Thurman was a firm friend of the People of the District. Irrespective of their politi. cal leanings, they are glad to see him honored. ‘The enthusiasm of the democracy over the fact of his nomination honors him, more so undoubtedly ‘than the nomination itself, which merely proposes his candidacy for a position lower than his desert.
