THE EVENING STAR. WASHINGTON bona fide daily circulation more thao treble that of any other daily paper published in Washington, and much greater than that ef alt the other daily papers bere added will serve thetr own purpose tine greatly accommodate Twe ST An, if they wil im before noon to-morrow their announcements for theextrs large edition of Saturlay's paper. the forme ‘of which must be sent to press much earlier then on tbe other five days of the week. a The Senate's treatment of the nshertes treaty yesterday was thoroughly characteristic, No ob jection was raised to the pubilcation of the majority and minority reports of the committee on foreign affairs, Dut the greater nuinber of Sen- ators present at the executive session were either opposed to letting any report of the general «dis. cussion be given to the world, of were undecided what to do, and therefore voted to postpone consideration of that subject. This was & straddle of the main question for which the enemies of the star chamber niummery may be thankful, for it 1s at least an advance on the position held by the Senate for 0 many years past. The committee's two reports, divided by a sharp party line, add nothing valua- Die to the ilterature of the treaty episode The ‘same ground has been gone over and over, in the Senate and in the newspapers, and all the com- mitwe has done is to group the arguments on each side and present an abstract of them. The repub- ican majority, In addition to criticising the treaty on its merits, condemn the course taken by the President to procure the treaty, in sum- moning @ conference of plenipotentiaries without any authority from Congress, and, indeed, in defiance of a resolution adopted by the Senate in February, 1886, that an interna. tonal commission “chargad with the considera. tion and settlement of the fishing rights of the the two governments,” etc., “ought mot to be pro- vided for by Congress." The minority met this last point with the ancument that the resolution quoted simply limited the share of Congress tn the business, and did not assume to interfere with the constitutional right of the President to negouate a treaty, and that the President, on his part, had made no attempt to trespass on the constitutional prerogative of the Senate to give or withhold its consent to any treaty he negotiates. Party dis. Unetions having been so carefuily observed in the committee, it is highly probable that they will appear in the generai vote also, and that the treaty Will fail to secure the Senate's consent. if this is true, and If the republican Senators believe that they are making a good political stroke with the country Im killing the treaty, what have they to gain in keeping the doors closed, and in requir- ing the public to get all Its information of their movements through eavesdroppers or leaky Sena- torst > ‘The tulip mania of the seventeenth century, when $2,500 were paid for astngle bulb, and the South Sea bubble of the eighteenth, when $5,000 a share were gladly given for the stock of a bank- Tupt corporation, promise to have a parallel in the nineteenth century in the diamond speculation which has begun tn London. Not only are fine stones bought and sold, but the stock of companies Working distant mines ts quoted at fancy figures, ‘whieh vary according to the latest “finds” in the several fields South Africa is already overrun With adventurous diamond-seekers lke the goid country In the Pacific slope in 1849, and statistics show that nearly five milion dollars were paid in dividends by the heavily capitallzed concerns at work there last year. This news has spurred India to emulation, and the Madras Presidency 4s pouring forth orystalline riches at a rate quite unsuapected. The Brazil mines are still to be heard from, but London ts well prepared for any Wonders that may be forthcoming there. Doubt- Jess history will repeat itself, and there wili one day come a tremendous collapse, by the exhaus- tion either of the diamondiferous fields or of an overstrained popular enthusiasmn; or the success Which has attended the experiments of MM. Fremy and Vermeuil in producing artificial rubies ‘will inspire them to take up Mr. MacTear’s work ‘where he laid it down several years ago and make ‘some artificial diamonds exceeding in size and lustre any turned out by the unassisted hand of nature, That, if nothing else, would bring the London hobby to grief in short order. —— ‘The correspondence between the governments ot Mexico and the United States concerning the grievances of Editor Cutting still continues, al- though the grievances themselves are by this time atrifie ancient. ‘The points raised by Mexico are, first, that Cutting was treated better than native prisoners arrested for the same offense and better than one Mexican was lately treated as a prisoner im Texas; that the Mexican authorities were Jus- Ufled in locking him up, as the circulation of his Ubelous pubitcation In Mexico was an offense of itself within the jurisdiction of the local courts to punish; and, finally, that it is time that some ar- Fapgement for extra-territorial powers on both Sides were made between the nelghbor republics, Considering Mr. Cutting’s general reputation in his own country, and the claims whica Mexico ‘seems disposed to make if the case In his behalf ts Pushed very far by our State Department, the chances of a change in the diplomatic relations of the two governments, or of the payment of any indemaity for the sufferings of the filibuster jour- pailst, look very slim at the present moment, $$$ It ts time to calla faiton the practice which ‘has arisen of late of pulling up historic structures Ws H. MADE ON THE RETROGRADE SEWING MACHINI A distinguishing feature of our Lace and Silk ‘Mitts is they are made on the Retrograde Sew- tug Machine, giving them a lock as well as a half back stitch, inaking them superior in every way to all Mitts otherwise manufactured. A’ you are aware, the advantages of this stitch are It has hitherto been done only by hand, too expensive process for sew- ing mitts. The machine now does the work as well as if done by hand. It is more durable be- cause the stitch fastens itself more securely into the fabric, and it makes ® smaller and ‘Beater seam, because the stitching can be done with safety nearer the edge than heretofore. Remember we are “Headquarters” for Lace and ‘Bilk Mitts, sewed on the Retrograde Sewing ‘Machine. Mimes' and Children's Mitts, 15 to Sic.
