o THE EVENING STAR. WASHINGTO TUESDAY. The Evening Star bas a regular, permanent bona fide daily circulation more thas treble that of any ther daily paper published in Washington, and much greater than that of all the other daily papers here added together. This is a “Tale of Two Cities” But, unlike that of Dickens, It 1s both short and true. CHAPTER 1. In the City of New York the erection of any more Dutidings in the City Hall Park or in any other square or reservation has been absdlutely pro- hibited by an act of the state legislature, recently passed. Measures have also been adopted by the coordinate Branches of the city government pro- viding for the purchase in several of the thickly Populated portions of the city of squares or blocks of ground, now covered by business houses and Fesidences of more or less value, to be converted Anto a series of small parks for use as resting and breathing places for the women and children and red workmen of the crowded tenement districts; and one million dollars have been appropriated by the legislature toward inaugurating the good work. cuAPTER 11. In the City of Washington are congregated from ail parts of the country gentlemen posing and generally accepted as statesinen of enlarged views and humane impulses, who have not only de- Stroyed but actually propose to still further de- stroy public parks already existing tn the national capital, for the purpose of placing on them much needed public Dulidings, rather than purchase suitable sites therefor, notwithstanding the fact that land much better adapted for the purposes intended can be bought for less than the money value of that proposed to be destroyed, to say nothing of such considerations as public health ‘and comtort! It has not hitherto been commonly supposed that in qualities of enlightened statesmansh!p the Congress of the United States would suffer by comparison with either the counctis of the city or the legislature of the state of New York; but in ‘View of the facts above cited what must the ver- dict ber ‘The House passed the ri and harbor bill yes- terday, to the satisfaction of everybody except the Representatives whose creeks have had the mis- fortune to be hopelessly snubbed. Though the Dill 1s of the customary capacious dimensions, no space is found tn it to provide for a continuance of the partiy-finished reclamation of the Potomac fats. Washington rejoices, not at the shape in Which the Dill passed, but at the early date of its passage, and now relies upon the Senate to per- form the neglected duty of the House by providing for the improvement of the Potomac, and insisting upon its amendment in conference. To be sure, ‘Ube District has no Representatives in Congress to ‘Swap influence with the creek Kepresentatives, but the Potomac fs a great river, Washington Is the Bational capital, and tens of thousands of dullars Ihave been expended on the magnificent improve- ment already begun, which will be lost if the ‘Work at its present stage is left for an indefinite period exposed to freshets. $< + Apparently the Senate committee can no more Dring itself to agree with the House committee in Tespect to a post-office site than the contending ctt- wens of Washingtoncan harmonize in the matter. Every place is objectionable. Judiciary Square is properly ruled oiit by the aversion to the use of Public parks for such purposes. The south aide ot Pennsylvania avenue ts pronounced too low. The F-street site in connection with an extended gen- eral post-office department Is viewed as suggesting ‘only temporary relief, until the time wnen the growing department shall rid itself, as it did be- fore, of the .ocal post-office. The House committee favor the Pennsylvania-avenue site, the Senate committee favor the F-street proposition or that ‘which contemplates the use of Judiciary Square. Everybody is willing to make concessions provided ‘bo one of the other sites suggested ts taken. Wash- Angton yearns for a permanent post-office in some convenient and suitable locality not a public park, but ia view of the deadlock 1s not likely to ‘De gratified at this session with the selection of any site, satisfactory or otherwise. —_——__$_- oa Dr. Sternberg’s conclusion, after investigating by the President’s orders the report that Mexican and Brazilian physicians had discovered a means Of preventing yellow fever by inoculation, is that ‘the discovery amounts to nothing. As an exam- ple, of #4 cases treated in Rio Janeiro 22 caught ‘the disease in spite of inoculation; and of these 9, ‘or forty per cent, died. In view of the tact that, Where there is no inoculation, the average mor- tality is only thirty per cent, the artificial intro- uction of fever germs into the blood seems to have @ bed rather than a good effect. Neverthe- Jess, isolated experiments of this sort merely ratse sptions—they do not prove anything. Dr. ‘Sternberg is to continue his investigation, and, in course of time, will doubtless be able to furnish Gata upon which it will be safer to proceed. Until ‘then most persons will prefer totake their chances of escape without tnoculation. ————— Atlast the Methodist General Conference has taken a vote, and decided that woman, although competent to constitute the main body of the church, to contribute from her earnings to its sup- Port, to conduct its Sunday schools, to take a lead- ing part in its stated weekly exercises, to preach from its pulpits, and to do everything else that goes to make it great and good and strong, must Dave no share in its general government, because, through no fault of her own, she has been cast in ‘the physical mould of one sex rather than of the other. She 1s a layman, under the church consti. ‘tution, for all purposesexcept those of ecclesiastical control.
