Cag ee I solemaly swear that the above 18 a true and correct statement of the circulation of Tag EVE: dsu Stan for the week ending May 5, 1888 ¥. B. Noves, ‘Treas, Evening Star Newspaper Co. Sworn to and subscribed before me this seventh Gay of May, A.D. IS8% JonN T. C. CLARE, Notary Public. — - —_—_ AS Tue Sra hed anticipated, the Commts- toners disapprove the bill providing for the ap- propriation in bulk of the money for District street improvements, and the assessment on the abutting property of one-third of all the sums Uhns expended. There 1s no public demand for such legisiation, and, a3 already pointed out in this column, the effect would be to Increase the burden upon District property-owners, by requiring them to meet in general taxes and special assessments two-thirds instead of one- half, as at present, of the cost of street improve- ments, without removing a single objection that 1s urged against the present method. Citizens of the different sections will always quarrel over the apportionment of the appropriations for streets ‘as long as the total sum provided ts insufficient to make ali the tmprovements asked, But the most atsappotnted among them will not find satisfac- ton aud relief in the legisiation proposed, nor would the bill, if adopted, quiet the sectional controversy over streetappropriations. — ‘The New York Sun of Saturday discusses the question whom the democrats shall nominate for koveruor of New York state this year. It names oa its list William R. Grace, Abram S. Hewitt, Mayor Chapin, of Brooklyn, Edward Cooper, Col- lector Magone, Secretary Whitney, Dantel Lock- wood, D. Cody Herrick, and Colonel Lamont. What has become of Governor Hul? Only a few months ago the Sun was nominating Lim for the highest office in the gift of the people of the United States Why Las he so suddenly become unworthy even of suc- eding himself? Is it the campaign-note and jueduct contract scandal that has brought about tue change? Or is our cotemporary’s favorite principle of rotation in oMce to be appited to the exelusion of Mr. Hill from further service in the governor's chair because he has already had one unexpired year of Mr. Cleveland's term and a ‘whole term of his own to enjoy the honors and emoluments of the office? Or is the Sun reserving Mr. Hill for presidential honors, and on that ai ount making no claims in bis behalf to the lower office? The opinion ts rapidly becouing universal that Mr. Hill will be wise to bold with all his might to the gubernatorial bone, and not drop it to snap at shadows, —— Who wants a better argument for clvilservice reform of the practical sort than was afforded by the prompt action of Superintendent Kogers, of the National Bank Redemption Division of tne ‘Treasury Department on Saturday, when, by a ere touch of his skilled fingers, he detected something wrong with the American Exchange Bank package? His long training stood the Gov- ernment im excellent stead on that occasion, by saving It from the risk of losing $41,000, or, least, becoming a party to tedious and expen- sive Utigation to avoid such Hability. The sum involved would pay the salary of Mr. Rogers’ office for more than ten years; and yet had the “clean which some thoughtless and hot-headed partisans demanded been made by the present Administration, somebody eise might have been Thrown by a chance wave of politics into Mr. Kogers’ place—somebody who would have to pass Yeursin working to attain the mere manual skill ‘which enabled the superintendent before recetpt- Jug to throw out that false package with the as- Surance that it would prove defective. — ‘yhe whirligig of time has brought no revenges More complete than that which 1s witnessed in ‘The case of Carl Schurz, the Prussian rebel student of "48, the prisoner of Rastadt, the refugee who re. turned in disguise, though with a price set on his head, to effect the rescue of hts friend Kinkel from Spandau. Last week he dined with the chancellor the German empire, whose duty, as a faithful servant of the crown, would have been to de- liver him to the executioner if they had met forty years ago. By that chancellor this condemned exile ts made the medium for communteating to Europe and the world ints of tue international policy of the most dreaded power in Europe. All this change im less than two generations, and before Schurz himself has become by any means old or harmless? ‘The two men thus brouzht {uto contact have lived Yosee their ideals fulfilled. Schurz bas taken a protinent part in the affairs of the great republic. Bismarck bas, with his own hands, forged the band that makes all Germany one state, and the two, who would gladly have cut each other down in the civil war of 154%, can now meet on even terms, and toast each other's past and future succes Without a trace of the old animosity to Aaar the pleasure of the occasion. If the package purporting to contain $41,000, t by express from the American Exchange in New York to the Treasury in this etty, nd Which was found to contain merely waste paper, had eseaped detection till tt had passed Jormally cut of the keeping of the expreas company and tuto that of the Government, the search for the culprit would have been seriously complicated, As it i, it fs narrowed down to the express company and the bank, and tn both these quarters, probabiy, to a mere handful of men. It Ought to be possible, without much @iMeulty, to trace the package from the hands or the bank clerk whose duty it {4 to wrap up paper notes for sntpment, through the whole series of persons who Lad custody of it between himself and the delt ery agent of the express company in this city; and, sifted to that point, and with a detective of | Inspector Byrnes’ cleverness to push it the rest of the way, there ts good reason to expect @ success. ful ending for the search by the police, ae If Postmaster Foss wishes to make the early months of his official term memorable by a reform ‘which will fill bis fellow-citizens with Joy to their very finger-tips, let Lim procure an ink for cancel- lung stamps and postmarking which ts better than &@ combination of lampblack and grease. That Which is now In use leaves @ smudge on every hand that touches a letter fresh from the Wash- ington post-office, It is no worse than what 1s used In some other cities, perbaps, but that ts not saying anything In Its favor. Washington, as the mode! city, ought to have the best of everything— ductuding cancelling Inks. —— ¢ Students of current lterature are beginning to doubt whether (he genius that evolved the Shake- speare cipher was not greater than that which evolved he Shakespeare plays And as forthe labor and patience expended on the two tasks, there is Mmanifestly no rourn for compartson.
