STAR. ay April 26, 1888. bona Side daily circulation more than treble that of any other daily paper published in ‘Washington, and much greater than that of alt the other daily papers bere added together. ‘aon ‘Some apprehension seems to be felt lest the Sec- fetary of the Treasury, in buying bonds in open market, should be forced to pay fancy prices for ‘tem. This danger is probably more formidable im appearance than tp fact. It required no gite of prophecy to foresee that the re- salt of the adoption of the Wlikins’ reso- Yution and of Mr. Fatrchild’s first call for Donds would be a decided strengthening of tue ‘Wall street market, That was to be expected, and % came on time. There was no special signif- cance in it. Indeed, in spite of it, thus far, the Secretary has found no trouble In buying bonds at reasonable premium. The sudden rise of the Market after so long a period of depression cannot ‘Dut be attended with occasional backsets, and per- haps some pretty sharp ones. Then will come pressure on sundry over-sanguine speculators, and ‘they will have to draw temporarily upon their re- serves, letting go a few Government bonds here and a few there, and at such prices as the Govern- ment's own market has practically created. ‘The notion that the trustees of estates who have invested largely In Government bonds will demand fancy prices for them fs worthy of litte consideration. The bonds held by estates, as a Fule, are not for sale. Many of these investments have been made under order of a court, and cannot de changed except after the observance of certain solemnities which would consume too much time ‘Yo permit of taking advantage of any temporary turn in the market. The current demand for Gov- ernment bonds, moreover, 1s not so intense as to affect prices much. The securities of several pros- perous states and of the District of Columbia are Bow considered to all intents as good as the securities of the United States, and their popular- Ity olds the pricesof United States bonds in check ‘as consequence. It is probable, therefore, that the Treasury purchases will continue to be made St fair rates—not in large amounts, but as fast as the business necessities of the country require. 0 ‘The idea, now under discussion, of utilizing the immense foree which goes to waste in the falis of ‘Niagara, 1s not a new one by any means. A dozen Years ago a restless inventor from Connecticut de- ‘veloped a scheme—on paper—so perfect that all The scientific men to whom it was explained agreed that it was undoubtedly a good thing; but ‘when capitalists were approached on the subject They were frightened away by the cost of the undertaking. Another and later project was set on foot by some manufacturers of Lockport, XN. ¥., who wanted to cut a canal from the Fiver above the falls to their city, with a descent ‘Approximating that from the level of Lake Erie to the level of Lake Ontario. Thomas Evershed, bow- ever, at once raised the question why the water should be carried twenty miles across the country togain a moderate descent, while the river was falling 160 feet perpendicularly at the falls, and the machinery for communicating power could be set up almost on the spot. He has now Wrought out his plan im detail, submitted it to the state engineer and received his ap proval, and finds that the expense of ‘the whole plant will be less than a quarter million dollars, whieh is not alarming in view of the gi- gantic tnterests involved. His scheme briefly Summarized contemplates a tunnel bored from the Fiver above the falls to a point some distance Delow them, forming the hypothenuse of a right~ angie triangle, and conveying the water from the higher level to the lower with an overwhelming force. The mills to be supplied with power will be built along the line of the main tunnel ‘and of several lateral branches, which it 13 pro- posed to run between it and the river, It differs frou! any that has been invented heretofore by Just reversing the order thereof, and bringing the mulls to the water instead of conveying the wate to the mills; and the inventor has provided ‘against marring the grandeur of the scenery by putting his group of factory sites where the Dutld- ings erected on them cannot be seen from the falls or the village of Niagara. The aldermen of New York have decided, by a ‘vote of 20 to 3, that Mayor Hewitt had no business toconfine the roof of the city hall to the display @t the American fag, and have overruled his vevo of the bill permitting the use by any snd all nations of the public fMag- staffs on gala occasions. It would require more than human self-control for the adopted citiéens of New York to resist tne temptation to flaunt the fags of foreign nations in the mayor's face after the snab of his veto message, and while Mr. Hewitt remains in office, the city hall will probably look Mike an enlarged reproduction of Joseph's coat, whenever the celebration of any anniversary af- fonds an excuse for decoration. ‘The appropriations committee of the House has Wisely decided to such alterations in the Provisions of the Dist#t appropriation bill in re. Amon :0 veachers as will obviate the annoyances and injury to the sencol system which were Threatened by the original bili, and which have ‘deen pointed out and discussed by the school trustees and by Tux Stax. This action 1s only Just to the teachers, and will give great satistac- ton to the general pubite. ——————— ‘The changes to-day In the offices of District col- lector and auditor, foretold by Tae Stan, are sald ‘Rot to reflect upon the retiring officers personally, ‘and not to invoive political considerations. It i9 extremely desirable that the local government. of The District should be conducted openly, arowedly and In fact, upon a strictly non-partisan basig, ‘The District relies upon both parties in its lature, and cannot afford to lose tne interest. aud active assistance of either. $< North of us the talk ts all of cold waves and ‘& Dackward spring. The season !s not, even here, 0 far advanced as usual, if we take the state of ‘Vegetation as a criterion; but it is a glorious ‘Spring, uevertheless, with a freshness and rigor tm the air which make life a constant pleasure and save the rich sunsbise from any debilitating effect ®% might produce im connection with a higher temperature. ‘WILL OFFER THIS WEEK 25 PIECES STEVENS’ ALL-WOOL SUITING, 22. inehes wide, in Plain Colors snd Checks, at 20c. 38-INCH ALL-WOOL HENRIETTA CLOTH, in s Beautiful Line of Colors, S0c. 36-INCH ENGLISH TWILLED SUITING, 25¢.
