WASHINGTON: \FURDAY of ali the other daily papers bere added tegether. ae the Citizens’ Committees by the subcommittee which had previously recommended the Eastern Branch route for the B. and O., @ union station at Feservation 17, and elevated tracks for both roads along K street south, suggest the dritt of senti- Ment upoa the railroad question, and the ten- dency to compromise upon anything practicable among many who are working for the improve- ment of present conditions The new route pro- posed in northeast Washington {3 substantially ‘War last suggested Dy the B. and O., except that a street one block farther east ts salected to avoid the objection of possibile danger in tunneling near the new Library building. The route in South ‘Washington and the site ot the passenger stations are gubstantiaily those favored by Senator In- galls and other Senators, and by the District Com- Mnissioners. Finally the sugxestion 1s made, as if in sheer desperation, that if Congress will insist upon ruating the evil of ratiroad ocoupation of the berce bane teen the other evils in the man- and turnover the entire reserva- ton inthe vicinity of the Band P. tracks to the railroads, putting the B. and O. upon an equal footing with the B. and P., and giving tt a station on Pennsylvania avenue, By this concluding sug- gestion the subcommittee practicaliy says to Con- gress: “Cure the 99 evils which undeniably exist, and do something, anything you please, with the hundredth, It is better that the Capitol grounds ‘Themselves should be surrendered to the railroads for station sites than that the growta of two sec- ‘ons of the city should be longer ” The compromise route and station site favored by the subcommittee, while they will not be entirely sat- satuctory to extremists in any direction of opin- Jon, are the logical result of recent events, The Seaate special committee, the Commissioners, citi- gens of the District, and the B. and ©, presented conmicting of relief from present raflroad evils, and the B. and P., which proposes nothing in Wasaingtoa except for its own immediate bene- Mt, and agrees to nothing, readily defeated these plans in detail. The necessity is now ns ot all the forces which from motives Sght for the improvement of cristing eonditiona, In thelr present relation to this city a curious re- ‘Versal of position is in progress between the Balti. more and Obio and the Baltimore and Potomac Yailroads, When the Baltimore and Potomac ‘Wished to enter the District and give Washington & competing Nortuern line, the Baltimore and Ohio resisted in every tmaginable manner. Now the Baltimore and Onio wishes to benefit itself ‘and the city by securing Southern connections and ‘the Baltimore and Potomac stands in the way. Both roads have afflicted the city with a multi plication of grade crossings, with the illegal oc. enpation and use of streets and reservations, and with unsightly approaches to unsuitably lo- eated stations But the Baltimore and Onio, with Southern connections in view is repentant and promises substantial reform. The Baltimore ‘and Potomac will do nothing, and snaris and snaps at any Obe Who makes a move to disturb it. The old unpopularity of the Baltimore and Obio, based ‘upon the selfish and {lliberal policy then pursued, gave to the Baltmmore and Potomac tts temporary ation site upon the Mall, iuexpensive access ‘thereto along the pubife streets, and the good wilt Of the people of the city, which sent it thousands and thousands of patrous to the disadvantage ofits competitor. The Baltimore and Potomac ow seems to be endeavoring, with singular perse- ‘verance and vigor, to reverse the situations of the two roads, to take itself the position formerly oc- ‘cupied by the Baltimore and Ohio, and to give to ‘the latter road precisely the advantages which were originally bestowed by the capital upon a ‘welcome new comer. There is a chance that it may succeed. $$$ ‘There is no doubt that electrical engineers are making headway in thetr efforts to replace steam ‘With a motive power, suitable for all uses, which THE EVENING STAR: WASHINGTON. It seems that several of ‘the ladies Most prominent in directing the hos. pital were moved to pity for the poor patients who ‘Wore subjected to surgical operations in the pres- ence of two hundred students.
