4 THE EVENING STAR. WASHINGTON: —— The Evening Star bas a reaular, permanent bona fide daily ctreulation more than treble that of any ether daily paper published in ‘Washington, and much greater than that of alt the other daily papers here added together. =e ‘The attempt of many leading business houses in New Tork seats to procare the repeal of the Sat- urday half-holiday bill has been only partly suc- cessful thus far. The state senate has passed a Bill confining th operation of the Saturday half holiday rule to the months of June, July, August ‘and September. In the aseembly a total repeal Dill is pearing its final stages, with two amend- ments yet unacted upon—one making Saturday afternoons during July, August and September balf-bolidays, and the other making every Satur- day during those three months a whole holiday. ‘The latter of the amendments appears to have more friends than the other, and. if it 1s adopted, ‘the whole work will have to be done over in a con- ference committee, with no assurance a8 to the re- mult, ‘The agitation of the general question has drawn ‘out many expressions of opinion on both sides, On one hand, attention ts directed to the way the ‘wnole American people seem to have left the ex- treme of tov few holidays and rushed to the oppo- site extreme of too many. New Year's day, Wash- ington’s birthdsy, Decoration day, Independence day, Election day, Thanksgiving day and Christ- mas are observed in almost all states. In others there are special holldays, ike Labor day, Arbor day and some local historical anniversaries. If to ‘these be added the fifty-two Sundays in a year, it ‘Wl be seen that the old talk about a scarceness of Rolidays ts somewhat of au exaggeration. New ‘York bankers, merchants, manufacturers and em- ployers generally contend, with much force, that ‘% add to this long list a number of half days, amounting In the aggregate to very nearly a whole month, 's demoralizing rather than improving to ‘the employed. On the other hand, the clerks and workingmen declare that they have altogether too many hours of labor and too few ot rest, and that ail work and no play pre. | vents their giving their best energies to such tasks | a8 are assigned them. There ts doubtless much | ‘wath fn this, But ts not a compromise possibie tn some other way than by breaking days in two, or multiplying general public holidays? The bene- fits of rest, after all, depend upon the use that the ‘one resting makes of his time. If he 1s forced to be idle, and sit with his hands in his lap or seek ‘amusement tn gatherings where drink fs the chief Promoter of sociability, he ts worse off for his day of ease than ff he had never had it. If, however, ‘the art galleries, the museums and the public Mbraries everywhere were open on those days and @uring those hours which are his own, there Would probably be need of few, if any, more Tecesses than now prevail; and It may well be questioned whether a siight shortening of the hours of labor each day would not, in the long Tun, do more good to all concerned, than the chop- Ping out of large slices of time from the midst of the regular working week. ——— eo ge | Alexander, late prince of Bulgaria, who wishes | to marry Empress Victoria, Bismarck to the con- trary nowwithstanding, is an interesting figure in Buropean history, in spite of the fact that the | Public 18 not disposed to waste much attention Upon ex-rulers. He happens to bea natural leader of men. His brief reign, begun at an age when Most lads of geatie blood in Europe are still studying at the universities, would have been by 20 Means disereditable to aman much older and More experienced. As the independence of North ern Bulgaria was secured by the treaty of Berlin, he resolved that it should be reai and not imagin- inary. He therefore disinissed from his service a umber of high functionaries who were secretly in ‘the pay of the Rasslan government and intriguing {nits taterest. ‘This made him disliked by the czar ‘Who sought every possibie pretext to humble him. It was doubtless a Russian tmpuise which sent Milan to invade Bulgaria, only to be driven back Dy the boy prince with serious loss of men, money, and prestige. In 1885 South Bulgaria, which by the treaty of Berlin was left under the control of ‘Turkey, revolted and declared itself a part of Prince Alexander's domain, and he accepted the ‘trust. Of course all Europe became alarmed at his tenacity, and at the disturbance of relations ‘Which had cost so much blood and treasure to establish, and the occasion was seized upon by domestic conspirators to oust the prince. The ‘Braceful way in which he bowed himself out of power, retreating, as it were, with colors flying and drums beating, was worthy ot the masterful hand that had wielded the sceptre for seven years, | from $15 up: ——s | THE EVENING STAR: WASHINGTON, Novexres Ix, Brags, Goons "Oh eter Wri tower NEI SLACK TWISTED-SILK HERNANIES, PIN'S MOUR: “ine. To the gallertes, also, 1t affords some smusement. But to sober, thoughtful men 3t tg a very tiresome and foolish piece of business ‘This costing the taxpayers thousands upon thou- sands of dollars for which they receive no return, It is, moreover, prolonging the period of uncer- ‘tatpty from which the business of the whole coun- ‘try ts suffering. There ts not an industry in Amer- dca whose managers feel any assurance about thelr Rext movements. They dare not import foreign materials used in their work, because there 1s no ‘Yelling how the tariff duties on them may be changed within the next three months. They dare not enter into long-time contracts for domestic Supplies, because it Is impossible to foresee where ‘the prices of merchandise will cet to, or what may ‘De the state of the money market a little while hence. Tue teachers are certainly not an overpaid class of public servants, Aay chaoge im their compensation snould be in ‘he direction of an increase rather than a reduc. tion.
