The railroad problem, the school Doard question, and otner such matters will suinimized in importance, and will run the risk being pushed aside in the contest over the political question. Not enough of advantage is offered by the bill to compensate for the inevitable risks. At some other Juncture the suggested improvements ‘of our municipal government might well be urged, either as a compromise to avold Unlimited suffrage in municipal matters, of a3 part of @ more gener: scheme for the improvement of the political co1 dition of the people of the District.
