In the latter city the company spent five million dollars to give the people & more con- veniently-located station. They did this, “not “of thetr own volition,” but mérely because the people wished and urged it, unselfishiy ytelding to an irresistible, philanthropic and Jekylline impulse. In Washington they ‘Will not gratify the people by a removal of their Station for the few squares which will carry it from the. beautiful reservation which the capital ‘wishes to reclaim in the development of its mag- nificeat original plan, and will not sink their tracks even to remove an obstruction which is0- lates a wpole section of the city and paralyzes its growth. in Philadelphia the railroad has bought und owns for Its parposes between 500 and 600 acres of land within the eity mits. Ithas ground of its own for the transaction of its business and, while it occupies the public streets to some extent, {claims that: “In no respect, however, do we in- convenience the pubilc in that way. It admits that it Is a violator of the law, but pleads, first, that it did not know that tact until the court told it so; and, second, that tts pecuilar situation, In view of its absorbing love for the District and the character of the lav, compels itto bea law-breaker. it appears that after it bad for years pursued the policy of using pubile Property for freight and storage purposes B spite of the indignant protests of citizens, M% purchased a plece of ground, insignificant in size, im view of the extent of Its need for additional ‘Storage room, which could not be reached except by leaving its line through the city as laid down by Congress, crossing a street and obstructiqg the approach to the Long Bridge across the Potomac. The Supreme Court of the United States decided that the road could not depart from its route and spoil more streets without authority from Con- gress; and tn that decision the road finds excuse for a compiaint that it is forced to continue its un- happy career as u law-breaker. The good Dr. Jekyil would have purchased adequate property on @ street or avenue already occupied by the road, and applied to Congress for leave to rea‘h it; or if exorbitant prices were demanded vould have applied also to Congress for th privilege of condemaing private property within specified Iualts for its purposes. ‘The Pennsylvania ts a great railroad, liberal, en- terprising, and progressive. Is it content to be harrow and {liberal even in a single city?
