a A D.C. THURSDAY, THE EVENING STAR: WASHINGTON, JANUARY 12, 1888, THE EVENING STAR. WASHINGTON: ‘Ike Evening Star has a regular, permanent bone fide dally circulation more than treble that of any other daily paper published in Washingion, and much greater thas that ‘The people of the District have built great hopes upon the prospect of relief from rafiroad griev- ances at the present session of Congress. The President In bis message to the last Congress called Attention to the evil. The Senate has shown its ‘appreciation of the situation, and a special com- mittee has investi ited the matter. It ts believed that the District committee of ue House will push vigorously aay reasonable measure of relief to which the spectal Investigations of the Senate committee may give birth, What is now needed fs unmed:ate and Vigorous action, the prompt re. portiag of @ bill to the Senate and favorable action thereon by both bodies. The situation of affairs Js well understood in both houses of Congress, and was understood long before the labors of the special Senate comuittee collected full informa- Yon on the subject and removed the last excuse for deisy. For instance, in a debate in the Senate im December, 18%, Ue Justice of the complaints of the District against the railroads was unhesitat- ingly conceded, and a thorough appreciation shown of the extent of the evil. Senators Edmunds, In- gallsand Van Wyck vigorously denounced te Usurpations of the railroads. Senator Ingalls, one of the best and most influential of the District's Iriends tn Congress, and W bose position at the head of the District committee, in which the needed legislation must originate, gives.a peculiar interest Ww his opinions said: “J am aware that the condition of the railroad termini ip this city and the occupation of large ns cf the area of the District by railroad cor- ons under present conditions 1s simply dis. ul. It amounts alinost, to a erime, Vast Bumbers of people nave had their pt cu Cally destroyed and conflacated Uy the achawtl Gecupation of the portions of this city lying to the Bortheast and to the soutueast and south of the ‘Capitol for the purposes of locomotion and of car Storage. Portions of the city have been rendered ctcally uniphabitabie. * * * One co Hon having gota tract of land on a public tract. vation worth $500,000 without payig a ceut, a Mite which it woutd be required to pay $500,000, im any other city, has interposed, and interposed successtuily, Its Opposition to all measures te quiring it to withdraw from that reservation, to take up ifs tracks through street," to cease LO Disect that magniticent mall extendin from the Capitol to the Naval Observatory, ‘carry On Its operations where it would ve as much to the convenience of the pubiic, two squares fartuer south, on that broad space at the intersec- on of Maryland and Virgima avenues * * + Congress is unquestionably to blame. 1am not @nding any fault With Ube railroad corporations. ‘They have a valuable franchise, and they mean to Keep it. Here ts one of them under tne very eaves. droppings of this Capitol, with a terminal station that is @ shame and a disgrace to civilization; ali its approaches are in the public highways, without decent accommodations for the public, and claiin- ing that it has a vested right under a ‘previous act of Congress to do as it pleases until 1910; and the other corporation, securing special privileg.s on Account Of the obloquy that Was fell agaist its Tival, has located Its sheds and depot on a public reservation, destroying access to one portion of the city by the occupation of avenues and streets ‘th its tracks, and both being so able to combine Whenever anything 1s proposed which threatens their interests that, although absolutely hostile upon every other point, they are united in resist tug every attempt to’ dislodge them from their Presert injurious Occupation of the public prop- erty.” Setotor Van Wyck considered Mr. Ingall’s state- ment a startiing one, and trusted that init there might be a little ray of hope to the citizens of ‘Washington that the day of deliverance was ap- Proaching. He also sald significantly: “There 1s goallegation that Congress is powerless before such great, mammoth corporations. If there could De such aa excuse, it would be a worse infamy ‘Wan the crime alleged against them.” It is now 2888 instead of 1886, but Lue District, which 13 a Mark Tapley in some respects, still clings to its “uttle ray of hope.” The conditions are slightly more favorable now than then. The Baltimore and Ohio Wishes southern connections and 1s. wil- Ung to grant concessions to the city in return for this privilege, and only the Baltimore and Poto- mac still has Congress by the throat with an un- relaxed grip. The number of f.1r-minded members ‘who resent the assumption that they dare not do right in Opposition to a powerful railroad corpora- ton alsosteadily increases. There need be no confusion as to what th> people of Washington Want. The particular interests and ideas of in- dividuals are stated, but tue people will as a body favor any measure of reltef which will cure or substantially mprove present conditions, They do not believe that the Buittnore and Ohio should be allowed to tunnel under 2d strect east to south- erm connections, according to the plan which it Proposes, because the evil of surface occupation of ‘the gortheast section will be increased instead of diminished and other dangers and damages will beadaed. A part of the same objections apply to aline of entrance as far west a3 5th street east, and ina general way the community desires to throw the entrance route into the city a8 far to the east as negotiations with the railroad and the optnion of Congress will permit, But, pro- ‘vided the prevent evils of surface occupation and crossing at grade are substantially removed, the community as a whole will notjcomplain, whatever street east of Sth may be selected as the route of entrance. So im relation to tracks and the site of union station or adjacent stations tm South Wash- ingtc™, the community wisnes the Mall to be cleared and the llegal obstruction of streets and avenues to be stopped, access to the southern sec— tion to be rendered as easy as possible, and the sta- ton or stations to be located at sume point reason— ably cunvenient to the public. The selection of either the Intersection of Maryland and Virginia avenues ora point near Reservation 17, south of ‘the Capitol, for station purposes, and uf a system of sunken tracks, not obstructing travel, along Maryland and Virginia avenues, or an elevated Toad along K street, as the route through this sec- Uon, would doubtless be acquiesced in asa vast improvement of present conditions, no matter What one’s individual opinion as to the compara- Uve merits of these alternative plans of relief may be. In short, gentlemen of Congress, help us pretty Much as you please, only do something effective to remove railroad grievances, and do it prompuy. ohana It seems a little 004, In view of the past, to hear Senator Hale quoting Carl Scuurz as a political hort Fo 30 Dass Ot: ON ALL CHINA, HOUSE FURNISHING Goons, DECORATED TEA and TOILET SETS; 4150, ON ALL BINDS OF GLASSWARE, ‘We Wal Allow THT ERE xx x ne ade to order for eo. je guarantee tu At auy costomer. ‘BRANCH BALTIMORE SHIRT FACTORY, . 100?
