B. Connor, in his annual report, made Thursday night to District Assembly No. 66, urged the establishment of a labor bureau for the District of Columbia, He recommended, also, that the District Assembiy should agitate the question of suffrage, but added that he did not believe the ballot would correct the euls of which they compiained unless they could give proper direction to its use and adopt Some measure to prevent the corrupt methods which debase politics in other cities, With this in view, he urges education by mleans of discus- sion and agitation. It 1s urged that school houses and teachers enough should be provided for the Public schools to provide a full day at school ana @ falr amount of personal instruction for every child, Mr, Connor urged, also, that school books should be furnished free to all ‘scholars, Instead of the system now prevailing in some districts of loaning books to the children of poor parents, thus forcing them to parade thelr poverty. In refer- ence to the introduction of Industrial training in the schools the report said: “Instructed by com- petent teachers, at a period of life when thelr tainds are pecullarly receptive and the muscles easy to be trained, these young people will acquire a degree of proficiency unattainable by old meth- ods. Existing street car lines, Mr. Connor says, should be condemned and pu chased, not at their franchise or monopoly value, but at the money value of their tracks, real estate, and oe and be incorporated Into the gen- eral pubile system. He advocates aiso that the gas Should be manufactured by the Government. ‘THE QUESTION OF TAXES. Mr. Connor spoke of undervaluation by assessors as one of the main sources of fraud in taxation. The small houses owned by working people, he said, are taxed to their full value, and often more, while the large houses of the prosperous are as- sessed at a fraction of their value. High taxes on improvements discourage bullding, while low taxes on unimproved land encourage hurtful land specu- lation, ‘The report urged llberal estimates for Dis. trict expenditures, contending that citizens should freely contribute to a treasury from which every dollar will come back to its contributor with ai other donated by the United States. Gassaway, of the United States Marine Hospital Medical Corps, and his eleven-year-old son Jamie, were passengers today on a Lake Shore train.
