4 THE EVENING STAR: WASHINGTON, D.C., SATURDAY JANUARY THE EVENING STAR.| WASHINGTON: «+ +---- Sanaary 7, ‘Toe lines of legislation upon which Congress in Its capacity as national legislature will advance or Attempt to advance at the present session, are now reasonabiy well defined, The Ptesident’s message and the republican reply to its challenge indicated up6n this point what interviews with members have confirmed and what the poiltical newspapers in their forecasts for 1888 have re. Dearsed. It only remains for Tae Star, a8 dis- {pctively the newspaper of the District, to inquire —what will Congress do or attempt in Its capacity, ‘Rot as legislature for the uation, Dut as state legis. lature for the District and as common couneil of ‘Washington? What may Washington expect in 1888 from its exclusive legislators under the Con- stitution? The question is asked not of repubit- cans alone or democrats aloue, but of all Con- gressmen, Who by the fact of thetr election are Intrasted with duties and incur responsibilities in Teference to the management of District affairs It fs not possible, however, to predict the action of Congress as local legislature for the District, ‘Washington hopes that the same friendly interest will be shown in itsaffairs that has been exhibited Dy previous Congresses of recent years; that ad- ditional aays will be set 'aside for the considera- on of its interests; that in disbursing the city’s taxes, to which the nation contributes as the owner of half its property, nether stinginess, ramping the city’s development, nor wasterul ex- travagance be exhibited; that the inadequate po- lee force may be enlarged, ample school factlities | a7 such provided, and a citizens’ board of trustees estab- ished; that with the beaith of the city in view, the ‘work of reclaiming the Potomac flats and of increas. ing the water supply be steadily pushed; that a mod- ern municipal code be substituted for its hodge- podge of antiquated laws, and that it be given better and cheaper gas, better sidewalks and bet- ter street railways. The great question of relieving | — the city streets and reservations from the damag- sug and tn part illegal occupation of the steam railroads will also come before Congress. It wil be in the power of that body to abate this nuisance, to free the city substantially from the dangers of railroad tracks at grade, the disfigurement of the Mall and the other abominations of the reign of the railroads. But Representative Compton is represented ag saying that the Pennsyvania road is so strong that. Con- {§reas Will not dare to remove its present station from the Mall Washington's only hope is that Congress may, like the states, have reserved powers, and exhibit strength When aroused which 48 not popularly suspected. At any rate this ses. sion will probably determine whether Congress has, or the ralirosds have, exclusive jurisdiction of the District. Present space oes not suffice toenumerate more ‘than & part of the measures of 1888 for which the District will ever pray from its legislature which floor of the Senate the other ees Was making his speech in support of the President's message. Mr. Cham- Derlam, the British representative on the Inter- national Fisheries Commission, entered the cham- Der under the priviieg accorded to members of | foreign legislative bodies, anda number of Senators | from the republican side left their seats and went | over to pay their respectsto alm. The group made | & good deal of noise, seriously interrupting the | orator and calling fortn, twoor three times, an ad- | monitory rap from President Ingall’s gavel. The | Aneident occasioned some remark at the time, both ou the floor and in the galleries, but Mr. Voorhees Dimseif did not understand what was gotng on. Now, it appears, he is considerably incensed, and ; directs hits rebake at Mr. Chamberlain more than | at anyone else. | It would, doubtless, have been better if Mr. Chamberiain had indicated by his manner that he | id not care to talk, but wished to listen to the | speech Which Was then in progress; but, after all, | he Was not nearly so much to biame for what oc- curred as the Senators who crowded about him and turned a parliamentary session into a per- soual reception. It was not a courteous act on thelr part, especially in view of the respectful attention paid by the Indiana Senator and most of Ils party associates to his opponent frora Ohio who had preceded him. But, more than that, it Placed ‘Mr. Chamberlain in a false position. As their guest, be Was hardly at liverty to suggest their retirement to oue of the cloak-rooms, nor couid he dy any direct act or speech remind them that they ‘Were guilty of rudeness. If Mr. Voorhees takes | Gecasion to Say anything tn public about the oc- currence, he will do better to give some of his brother Senators a drubbing than to castigate the English visitor alone for an offense in which, at te Worst, he was only a sharer, ————— ‘The Satuntay half-hotiday law, after a pretty thorongh trial of nearly a year, 13 pronounced by the business community In New York generally a failure. It fs not that any objects to the half- holiday, in itself consider: mat for one state to be Dound by a statute of this kind, while its neighbors and competitors in trade have no suca restriction, places it at a serious disadvantage. ‘The Worst effects are felt by the banks, who have crowded Into hours on Saturday the work | ‘which ought to be spread through six, and on | Monday have thetaccumnulate1 mail of two days | jastead Of one 20 work over. This practically doubles Monday's labor, which at best is hard enough. Withoat any legal requirement, tt has been the castom for many years for business honses in the lange cities to close early on Saturday 4) ic two or three months of extremely warm: Weather; and Jnquiries made by the superintendent of the New York state banking department bring out the fact | ‘hat & general welcome would be accorded to a | Jaw setting even the whole of Saturday apart for aboliday during the summer. But the present half-way arrangement is so unpopular espectally tn DaRKing circles, that an effort will be made to Induce the legislature now iu session to amend It 49 Important particulars or repeal It altogether. $< “It is often said, and probably truly said, that it the great ratlway manazers would devote to promoting the comfort of their short-trip passe. gers the same efforts which tney now almost Waste in the endeavor to control long-distance travel, they wouid the sooner reap their reward. It Would not come immediately, but It Would come certainly. For here are customers whom no Tivals can take away from them. ‘Precisely,’ say the cynical Gradgrinds in raliway direction.’ ‘We afe Sure of them, and that Is the reason why we dare give them snuffy old cars, and make thera Stand Morning ond night.” Here is Mr. Grat- grind’s mistake. Let him make his short trips culck, comfortable and cheap, and be will havetea Pameagers where be nowghas one. He has a new oBARZA waiting pick when be really re- 5 present congestion of the cities.”—Ed- Hole in the Forum for January. This is a truth to which w on has hitherto ern called in Tee Stax. It is commended to the thoughtful atte uilroads tm the Dis. trict, aud espec agement of the Baltimore and Obio, along whose ines im the ‘Vicinity of the city most of the District’s raflroad sabarban settlemen's simated.
