w tll ‘THE EVENING STAR " WASHINGTON: ‘WEDNESDAY -: December 21, 1997. CROSBY S. NOYES. ‘The Evening Star bas a regular, permanest bena fide daily cireulntion more than treble that of any other daily papér published im Washington, and much greater than that efall the ether daiiy papers here added together. = ‘The annual digcussion of the project for abolish- tog the Congressional Record is soon to begin. ‘Tue subject bas already veen brought upin the committee on rules,on a plea that the Govern- ment would be saved a large yearly expense, and that @ vast amount of verbosity would be sup- pressed if members understood that thelr remarks Were not going to be freely printed. Cadoubtediy, both of these reforms would be ‘aecomplished by abolishing the Record, in the same way that a Dad man’s morals can be tm- Proved by cutting of his head. But itis not al- ‘Ways desirabieto go tosuch extremelengths, Tbe Object in view is not to get rid of a public record altogether, but to make it better. The advantage of having some official publication of the bills and resolutions introduced, progressed and passed each day, and of an outline of the other regular work, is ‘obvious; for, although each house of Congress Would keep manuscript journal of its proceedings in ‘any event, and the pubic press could be depended ‘on to convey to the peopie of each district the con- gressional news likely to be of immediate interest Yochem, yet the manuscript might easily be de- strayed by fire; or the newspapers might for par- ‘Usaa reasons misrepresent or suppress matters of real public interest, «nd the errors would be difficult of correction. ASa chéck upon such chances, there. fore, a simple record, reduced to print and dis- tributed among the people generally, ts always in place. ‘This was undoubtedly the object in view whan the Globe and its successor, the Record, were originally established. The idea has been lost sigat of, however, buried beneath a volume of abuses The Xecord has become a common drain for the rhetoric of every Congressinan who Wants to impress his constituents at a safe distance with @ sense of his greatness. The fouror five pages dally which would be needed to quote the titles of measures introduced and considered and recite the vouson each, have swelled into an average of thirty or forty; and the task of winnowing out the chaff has become so laborious that some of the speeches which are really worth study escape the ‘attention of the reader. It would be anexcellent thing to reform the Record, and It 1s to be hoped that the committee on rules Will report to the House some feasible scheme for doing this; but it does not seem to be necessary yet wo reform it entirely out of ex- astence, ao ee ‘The conference of Iudiana republicans at In- dianapolis yesterday was not a formal gathering im the sense that a state convention ix It was ‘Something more than that, for it was a gathering of tae leaders of the party trom all parts of the state, not coming as delegates elected by local caucuses, with instructions how to speak and ‘vote, Dut With views of their own to express, and conscious that upon the wisdom of their conduct ‘would depend in no small measure the future suc- cess of thelr party in the state. Hence there was significance in the adoption of resolutions in favor Of a proteqgve tariff, merely revised so as to ad- just more Bquitably the burdens of taxation; of ‘the reduction of the surplus by improvirg the na- toned defenses; and of overturning the supremacy ‘of the liquor element in politics ‘the republican ticket, it is likely that her voice ‘Wil have some weight in the republican national fe if gether. ‘The loss to the owners, who valued thelr pecullar craft at one hundred and fifty thousand dollars, 1s a very trifling matter as compared with ‘the appalling peril to human life involved in the Unchallenged freedom of such a body im the most frequented part of the high seas. acter, If he had, he would Dave realized that the Ulster Oraugeman’s hostility to Rome 1s as un Yiding a sentiment as the Kerry Catholic’s Batred of atieR rule.
