NOYES Editor. c Evening “tar bas a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and much greater than that « the other daily papers here added together. of a bil designed to perpetuate the Issue feature of the national banking system, so seriously threatened Senator Farwell fs the putative author by the rate at which the redemption of govern- ment bonds has been going on for the last few years. ‘The present law, which permits national Danks to issue currency to the extent of ninety per cent of the face value of the bonds deposited as a redemption fund with the Treasurer of the United States, Is to be moditied So as to permit the de- posit, for a similar purpose, of approved state and municipal bonds at seventy-five per cent of thetr par value, and of certain railway first mortgage Bonds at fifty per cent. It is obvious that something must be done to re- eve the banks of the pressure which now rests upon them, and Which has practically reduced national banking to Its original condition as the privilege of the favored few, instead of the right of ‘any oue Who may choose to adopt It as acailing. ‘The chief glory of the system, next to its safety, has been 1t5 freedom. It may be questioned, how- ever, whether it 1s expedient to place tn the Secre- tary of the Treasury and the Controller of the Currency so broad a discretion as the Farwell Dill proposes—enabling them to select for the Dasis of circulation any state, muntcipal or rail- ‘way bond they may choose, limited only by the requirements that it shali be a first mortgage, that its market value shall be par or more, that It shall pay not less than four per cent Interest, that such Interest shall have been regularly paid up to ‘the time the deposit 1s made, and that, in the case of railway bonds, the total amount recetved on deposit shail not exceed five hundred millions of dollars. When It Is remembered that secretaries ‘and controllers follow each other in office in more Or less rapid succession, that the act of one of ‘these officers cannot be held binding upon his suc- cessora, and that the market In good state, munici- pal and railway bonds ts a wide one, it is plato, ‘that even with the most conscientious purpose of Detng fair, the secretary and controller in office to- Gay might endorse their approval upon securities which the secretary and controtier in ofice next month or next year would regard as unworthy of uch credit. Moreover, the enactment of the proposed statute ‘would open the way for charges and eriminations whenever the securities of a certain railway com- pany, for instance, took a boom in the market tn response to a sign of approval from the ‘Treasury. ‘The use of the stockholder’s money to pay Inter- est regularly, and shrewd manipulation on the ex- changes, might make and keep a company’s bonds within the pale prescribed by the law long enough to have them duly endorsed, and, if the big offt- cers of the Tre:sury were led into a trap set for them in this way by speculators, their own repu- tations would recover with difficulty from the strain to which they would be subjected. In spite ‘Of these possible shortcomings, the Farwell bill may, With some modifications, be made acceptable as offering the easiest way out of a predicament. ‘Whatever ts done for the relief of the banks and people wno use their currency, will of course. in ‘View of the importance of the matter, bedone with the greatest care and deliteration. The national system has proved so nearly ideal in its workings under its present conditions that it would be a pity todo anything calculated to shake public contidence tn It, <a =o ‘There was nothing of the namby-pamby non- seuse which has grown too common in the admin- istration of justice lately about the treatment of EL. Harper yesterday in the United States court at Cincinnati. ‘The crime of which he was found guilty, and which involved the complete wreck of the Fidelity National Bank, by an outrageous mis- Use of Its trust funds for speculative purposes, Is one which cannot be reached adequately by the law. The imposition even of such a sentence as Mors their squandered savings, or revive in the hearts of the multitude their broken faith in ‘human honesty under the pressure of temptation. ‘The only satisfaction that remains must be drawn from making so striking an example of the case of the unfaithful trustee that others will take warning and think twice before they make the first step downward in the path which he trod. Judges Jackson and Sage, who have conducted this trial from first to last, deserve credit for a thoroughly business-like plece of work. ‘The whole affair consumed less than a fortnight, and, within ten hours after the finding of a verdict, the exect- ton of the sentence had begun. Nor Was any un- due haste used to the disadvaptage of the pris- oner. The counsel for the defense admitted tn ‘open court, for himself and in behalf of his cilent, that the rulings of the bench had been so impar- al as to evoke their gratitude. ‘The lesson of the ‘trlal and conviction 1s a wholesome one in every ee no ‘The President's message cannot, of course, be ‘at once a bold and stirring statement of distinc- ‘ve Democratic doctrine, furnishing an issue upon which he is expected by some to carry the coun- try against the republicans, and also a mere de- velopment and restatement of the ideas and re- commendations of repubiican platforms and re- publican statesmen. Yet the message 1s upheid ‘and Gefended in both of these aspects. Undoubt- edly many republicans, even strong advocates of a protective system, have favored a removal of con- cededly inequitable features of the tariff, and a removal or reduction of some duties, in connection ‘With a reduction of internal revenue taxation, as ‘a menns of decreasing the surplus. But the Presi- dent's reasoning, notwithstanding a few guarded and precautionary sentences which face in the Opposite direction, would lead togteally to the overthrow of the protective system, and to the raising of revenue matnly by direct taxation.
