Mr. Dolph called up the bill introduced by bim yesterday to provide for fortifications and other sea-coast defenses. He spoke of the defenseless condition of the coast as one which was not credit- able to Co! or to the nation, ‘The people were waiting patiently for Congress to appropri- ate for the purpose of sea-coast defenses some of the idle millions in the Treasury. THE HOUSE COMMITTEES. ‘Complications Arising Out of the Selec- tions for the Committee on Elec= tions. The selection of the members of the elections committee by the democratic caucus has broken some of the committee slates. Some of the mem- ‘bers who were looking for chairmanships fear now that ther chances of getting them are lessened by this assignment. The committee on elections has the highest privileges of any committee in the House. It can come in at any time and take the floor from any other committee, and to go upon it 1g am honor. But there 1s much work to be done, and that, too, not of a most agreeable character. Mr. Crisp, who accepts the chairmanship, does so against his inclination, though a higher honor could hardly be paid to him than that of his selec- tion by the caucus. It had already been settled ‘that he was to go at the head of the committee on Pacific Ratlroads, and this raises a complication, Iv is considered important that he should go at ‘the head of this committee, since he has made a thorough study of the question. He and Outh- waite are the only men in the House, probably, who have ma & complete study of the Pacitic Railroad debt. Both of them have desn placed on the elections committee, It is not customary to give any man two chair- manslips; but it 13 looked upon as so {important that Mr. Crisp should be the chairman of Pacific Railroad committee that it 1s stated he will receive both nts. It was stated in ‘the caucus yesterday it would not be considered that his selection by the caucus would interfere with any other assignment the Speaker had in mind for him. ‘This would be an extraordinary thing, but it is now thougnt that he will ge both chairmanships, ‘The work would not burdensome, since he would have ltue it any- thing 10 learn about the ratlroad It is likely that Mr. Turner, of will go on the ways and means committee, though it is understood that he would like the’ chairmanship of the judiciary. There are several men who would like the judiciary chairmanship. Besides ‘Mr. Turner, there are Messra, Culberwou, of Texas; Oates, of Alabama, and Colling, of Mussachusetts. In the Senate to-day Mr. Hoar submitted the ‘Proposed Constitutional amendment, which was presented by Mr. Ingalls in the last Congress, to extend the term of the President to the last Tues- day in April, and to fix the last day of that month for inau; ition of the President. Mr. Hoar said it was doubtful if the amendment could be rati- fied in time to go into effect at the end of the ex- isting President's term, but he had not examined into the matter to ascertain when the various State legislatures meet, and he would, therefore, have the resoiutivn referred to the committee on privileges aud elections, THE PAULKNER-LUCAS CASE. ‘The Senate commitice on privileges and elections: held a meeting this morning to consider the Faulk- ner-Lucas contested election case trom West Vir- vinia.
