The Chicago “Tribune” Says 1¢ Is the Weakest Ground Me Has Ever Oc- eupted. Cuicago, Dec. 9,—The Tribune this morning, cormenting editorially on Mr. Blaine’s reply to President Cleveland's message, says: “Mr. Blaine, ‘a8 m ght have been ex; has ted high ‘ariff protection trom a point of view as tarif reduction. We have a long. and apparcnuly m. We have a Very pleasant Winter before us in which to discuss thls question and it is @ question walsh mast os settled upon its m« ‘not u tical con- siderations. So far, therefore, ‘ash. Blaine seeks 0 make it a} as a party issue, * * * It is @ suMictent explanation of Mr. Blaine’s interview that he is a Pennsylvanlun, ‘was brought up in an atmosphere protec: ton, He has sat at the feet of the high tariff Gamaliels of that State and imbibed their doctrines. Like all Pennsylvanians, republi- cans or dernocrate, he believes in enormouse duties ‘op imports for the purpose of codding bBaies amd protecting the so-called siutagt indus tries, which long ago cxme of age and ought 10 be able to go alone. Every Pennsylvanian believes {that the proveetive system promotes his interests, and that in promoting his interest, it enhances thé general good of tne public." " * ‘It is almost nevdiess that Mr, Blaine, as well as other Penusylvania republicans, in takibg this sition, makes no uccount of uke precedents of 1457, 1882-83, oF Of the platform of 1864, which explic sug declares: ‘The republican party’ p! itselt Lo corect the irregularities of the the reduce the surplus.’ They even fought the small reductions of 1883 ‘The Bialne Inverview will have to stand upon its merits, and tt will be in- dorsed or condemed tn accordance with the value of the arguments set forth, and the public Judge. ment will not be influenced by the distingued naine benind them. * “Hit 1s the Weakest ground Mr. Blaine has ever yet occupled, and no national party can expect to go into a Presidential campaign on tat fssue, no matter who m.y be its leader, and win, 1v1s ina vsition Of direct hostility’ to the report of the ariif commission and to the republican platform of 1884. Upon this question, therefore, we beg leave to differ from Mr, Bune, as he differs from us Freely acknowledging lits right to hisown be- Uef, as a republican, we claim the same right as such, and are frev 16 state our belief that, in lead~ Ang the cohorts of the coddied State of Pénusylva- nia with his lieutenants, Randall, Kelley, Came- ron and McPherson, he Will find that Pennsylvania 48 but one State, and that there 1s a large army outside Its borders who do not propose to be levied upon any Jouger tor its Demet. The surplus ques. ‘Uon must be settled in solae way, and in a dif- ferent way from What 1t has been settled. It can- not be setuled in accordance with the Blaine idea.” HARPER ON THE STAND. He Makes @ Sweeping Denial of the Charges that He Speculated in Grain. Crvornnart, Dec. 9.—This proved to be the great day in the triai of E.L. Harper. Until after court opened it was not Known whether Harper himself would become a witness or not. It has been sald that his counsel protested against his appearance On the witness’ stand, and Ubat he as frmiy in- sisted that his interests demanded that he should tell his own story. ‘This uncertainty brought a most unusual throng of spectators, Before 10 o'clock, the hour for opening court, all the ayail- able space in the court-room was occupied, Even the space behind the railing, sacred ‘to the officers of the court, was filed with ladies and friends of the court, among whom were lion. E. F. Noyes, ex-United States ininister to France, and Hon, 'T, E. Powell, late democratic candidate for governor of Ohio.’ At 10:05 tue crowd was so great that an order Was issued to admit no more, not even attorneys, Unless seats shoulu be vacated. Suil the corridors filled and the poor bailiff at the door was worried beyond measure by appeals to be let into the crush. The parties appeared promptly and the impressive opening of court, during Which every one stood until the closing words “God save the United States and these hon- orable courts” were delivered created a hush upon the antinated scene, HARPER APPEARED PALE AND ANXIOUS, his wife weary, and ber sister, Miss Matthew: Wore a face beufing traces of recent distress, Al 10:10 the question was solved by Mr. Blackburn calling Mr. Harper to the witness’ stand, Belore he vook the oath Judge Jackson asked: “Did you request to be placed on the witness’ stand?” “Yes, sir,” was the answer. ‘The Gath was then administered, and in answer to questions by Mr. Blackburn, the witness said he now resided in the county jail, and told of his revious business career, ending with the Fideuty National Bank, Which he said he organized out of tg Fideuity Safe Deposit und ‘Trust Company. He smulled when asked if he knew J. W. Wilsutre, and went on to detail Wiishire’s connection with the Fidelity National Bank. He said that in Se tember, 1886, he was induced by Wilshire to make him a loan of $55,000, Wilshire at that time was adebtor to the bank to the amount of $200,000, and he represented to Harper that if this loan was not made the bank would suffer. He accommo. dated him upon taking an agreement to transter certain real estate and also 100 shares of Fidelity National Bank stock at par, ten Worth 160. Wilshire transferred to hiin the real estate and the stock, Which he turned over to the bank. He stormed ut Wilshire, but could get nothing out Of him. He then suggested to the cashier to take acail loan from Wilshire, Eckert & Co., and save the cashier. Wilshire to buy grain for him in Chi- cago or elsewhere. ‘This 1s the point of the whole case, and is in direct conflict with the testimony of both Mr. Wilshire and Mr. Eckert. EXCUSING THE BANK IRREGULARITIES. Mr, Blackburn then took up the accounts of the bank with the First Nauonal Bank of New York and the Chemical National Bank of New York, where larye balances Were catried, and Mr. Harper was called on to explain ali the transactions. He did go with great minuteness, referring often to the books of the bank: In general his excuse for the irregu- larities Was that the bank Was put into trouble by the Wilshire, Eckert & Co. debt, and he used whatever methods he could to save the bank and Udeover affairs.
