Protectionists would ‘answer that the counter-proposttion to provide ‘seaboard fortifications, and remove the tax on to- Daceo, would cut down the present surplus as well as reduce future revenues, and therefore meets Detter the question of a disposal of the present surplus and the prevention of another; and that Yevenues can be reduced as well by raising du les Bo that they become prohibitive and absoiutely protective, as by removing the duties altogether, and more effectively of course than by reducing Guties, since an increase of imports and of revenue wgenerally follows such reduction. ‘The question of ‘@ surplus could of course have been disposed of ‘without precipitating a battle over protection.
