Mr. Cariisie's speech in accepting his election to the speakership was a plain statement that the ‘business before the House this session was to revise the tax laws and to prevent the further aecumu- lation of a dangerous surplus in the Treasury. Yesterday Congress received from the President his annul message, which 18 devoted almost ex- clusively to a discussion of the tax question, This indicates that the President and the Speaker are 3p accord on this subject, and fully aroused to the necessity of prompt and vigorous action on the Part o: Congress to reiteve the threatened strin- gency in the money market. ‘The Speaxer, by & pleasant fiction, 1s supposed to Teguire time enough, after his election, to get per- sonally acquainted with the Representatives be- lore apportioning them among the committees: Dut, of course, Mr. Carlile knew that he was going to be the Speaker of the present House long before he was called to the chair, and the leading mem- bers of the several committees are always se- lected from the older representatives, with Whom the Speaker is already sequainted While the newer ones are used merely to pad out the lists. Hence it is probable that With one or two exceptions, Mr. Carlisle has already settled in bis mind, pretty definitely, ‘the committee status of each of his associates in the House, There 1s no reason why the committee appointments should not be published early in the ‘session and the House enabled to get well to work Defore the bolidays, At all events, even if nothing more were done fot th® present, the same plan might be pursued this year as was followed at the Deginning of the Forty-ninth Congress, when the ‘committee on rules was named at the outset, and ‘the time occupied by the debate on its report was used with good effect by the Speaker in making ‘out the composition of the other committees, The Tule which Its proposed to revive could be re- ported by the committee and got out of the way, and the path would then be clear for the introduc- ‘Won of Dusiness legislation, which the country 80 much needs. $$ ‘The New York Sun enters a very proper protest against changing the color of the two cent postage ‘stamps from brown to green, and takes the ground that neither Mr. Dickinson nor any other man should be confirmed as Postmaster General with- out first pledging himself to ubolish the green and restore the old color. The Sun ts undoubtedly correct as to the matter of taste involved; but it does not go far enough. The fact is, the power to change at will the design and color of the postage ‘starups should be wholly taken away trom the post office department. Congress ought to ap- point a permanent art commission to whom should be committed the duty of fixing the design and color not of postage stamps alone, but of all United States currency notes, bonds and securt- tes of every character, and also the size, device, ete., of its coins, of whatever value. At present the appearance of government issues of all kinds ‘seems to be at the mercy of trrresponsible subdr- dinates in offictal power, for the time being, who asa rule have no qualifications whatever for that duty. The result is not only confusing, on ac- count of the great variety in form, size, color &c., Put positively discreditable to the country in an esthetic point of view. They manage these things ‘Detter, not only in France, but in nearly every cly- itzed country tn the world. a ‘The plumbers who questioned the power of the ‘Commissioners to make and enforce the new plumb- ing regulations, requiring with other things the preliminary examination and licensing of plumbers ‘Wishing to ply their trade in the District, and ob- jected to certain parts of the regulations as op- pressive, have come out ahead tn the legal contest, It indecided that present provisions of law do not authorize the Commissioners to provide such safe- guards for the public. As the exclusive power 1s 4m Congress to furnish to the people of Washington ‘that full protection against the evils of detective plumbing which modern investigation shows to be A necesaity, It is hoped that our legislative boay ‘will interest ttselfin the matter. The story 1s set at rest, ‘however, a far as the woman's present where- ‘abouts are concerned, by a statement of a reporter of the World that he saw and talked with her last evening. Since the defeat of DeLancey Nicoll, the offer uf the Assistant District-Attorneysulp to one of Jacob Sharp's leading counsel, and the decision of the court of appeals in the Sharp case itself, it 4s doubtful whether the untried boodlers still re- maining in New York would be in a burry to pay the expenses of a tour abroad for any witness however dangerous to thetr cause under the old conditions.
