THE EVENING STAR: WASHINGTON, D.C., TUESDAY ‘Ghe Evening “tar has a regular. permanent bone fide daily circulation more than treble that of any other daily paper published in ‘The Congress now assembled is viewed and treat- od by the Preddent in his message as if it werethe old Congress in special session, pursuant to public demand, for the exclusive purpose of disposing of the surplus. The message ts spectal, not general, notwithstanding the fact that it is sentat the reg- ular opening of a new Congress, and tn this respect {tis unique. The overwhelming immediate impor- tance of the single question discussed by the Pres- ident doubtless justifies this departure from custom. ‘The message addresses itself to the evils of a congested national treas- ury and @ depleted monetary condition tn the business of the country and to the problem of removing the causes of these evils. The amount o ito aa rom the fadustries the of present laws, sot soocamnses of the people, largely exceeds the sum necessary to meet the expenses of the gov- emment, and the public treasury which should oniy exist a8 aconduit conveying the people’s tribute to its legitimate objects of expenditure, be- comes & hoarding-place for money needlessly with- drawn from trade and the people's use, thus crip- pling our national energies, suspending our coun- ‘try’s development, prevénting investment In pro- ductive enterprise, threatening fivancial disturb- ‘ance, and inviting schemes of public plunder. The immediate dangers from the financial sttuation have been averted, {t is said, by the purchase of bonds and the anticipation of interest, Dut the surplus revenues have continued to accumulate and it is estimated that the surplus will by the 30th of next June amount to '$140,000,000. In respect to the question of purchas- ing Donds as a means of restoring the surplus to cireulation the President suggests that premiums must of course be paid upon such purchase, that ‘there may be @ large part of these bonds held as investments which cannot be purchased at any price, and that combinations among holders who are willing to sell may unreasonably enhance the cost of such bonds tothe Government. Practical @iMculties in securing any great or lasting advant- age from a refunding of the bonded debt at a less rate of interest are potnted out. The aeposit of the money held by the Government im Danks throughout the country for use by the people, and the disposal of the surplus by unnecessary and extravagant appropriations are Pronounced jpdjectionable. Having disposed of ‘other means of relief suggested, the President discloses his own remedy. He finds that there is no just complaint against internal revenue taxa- tion upon the consumption of tobacco and spiritu- ‘ous and malt liquors, Dut urges that our present tariff laws, the vicious, tnrequitable, and illogical source of unnecessary taxation, ought to be at once revised and amended. “These laws, as their primary and plain effect, raise the price to ‘consumers of all afticles imported and sub- ject to duty by precisely the sum paid for such duties” Upon this text the Presi- Gent advances with force and clearness the cus. tomary free trade arguments against the tariff, though the question of free trade is pronounced “absolutely irrelevant.” ‘The tariff must be exten- sively continued, he says, as the source of the government's income; and in a readjustment the existence of our manufgcturing interests should not be imperiled. ‘The specific recommendations of the President are the removal or reduction of the duty on wool, reduction of taxation on dutiable articles in respect to which a healthy and free com- petition reduces the price below the limit which they might otherwise reach under our tariff laws, placing on the free list many articles which do not compete with our manufactures and many which are hardly worth atvention as subjects of revenue, and the radical reduction of the duties imposed ‘upon raw material used in manufactures, or its free importation. The broad recommendation of ‘the message is the prevention of surplus govern- ment revenues by the reduction of customs duties, ‘and, in accomplishing this purpose, the discharge of a doubie duty to the people by granting them a measure of relief from tariff taxation in quarters ‘where it is most needed. $$$ ‘The Commissioners, im their report, recommend ‘the increase of the police force by one Hleutenant, ten sergeants and ninety privates, and the erec- ‘Won of @ new station house in northeast Washing- tom. The repeal is asked of the clause requiring appotntees of the force to be made from among ‘those who bare served in the army andnaty. The police force needs and, it is hoped, will receive tals strengthening. The subject of the schools is comparatively neglected by the Com- missioners. The necessity of a codification of District laws 1s again potnted out. The recom- mendations in respect to railroads and street rail- ‘way$ are anticipated in the recent report to the ‘Senate committee, The Commissioners believe ‘that the street railway compantes should abandon the use of cobbie stones and make provision for a Proper rail and a proper pavement, that no more ‘than two tracks should be laid in any one street, amd that in the granting and extension of franebises provision should be made for pay- ment into the District treasury of sun percentage of the gross receipts as Congress may deem equit- able. The difficulties of apportioning satistac- torily appropriations for street improvement are discussed at length, but no change of method for at least another year is thought advisable.
