THE EVENING STAR. ‘i WASHINGTON SATURDAY... .........Decomber 3, 1987. ‘Ihe Evening Star bas a regular, permanent bona fide daily circulation more than treble that of any other daily paper published in ‘Washington, and much greater than that fall the other daily papers here added together. . ae ‘The attempt of the Guardian League last winter ‘to prove by a comparison of the number of arrests 1m the different cities that Washington we iniquity in general, and in particular 8 more raved city than wicked New York, has had = results than that of arousing local indignation. During the period in which arrests are counted, the number of arrests was made the basis of promotion for District policemen, and as a result the number of illegal and trivial arrests ‘was enormous. Less than one-half of the persons arrested were held. Over one thousand arrests were for failure to obtain dog Heenses. The number of arrests in cities Gepends largely upon the local powers of po- licemen, upon the character and disposition of the force, and upon the local law or sentiment in re- spect to arrests for trivial offenses. No reliable indication as to comparative crime can be ob- tained from a comparison of the aggregate arrests, trivial and serious, legal and illegal, dismissed cages and all. The city with the most exacting municipal regulations, the strongest public senti- ment for the enforcement of law and the most effective police force will head the list of arrests, ag Washington does, by reason of a care overhaul- Ing of non-licensed dog owners, persons neglecting to shovel snow from their sidewalks, small boys technically obstructing the streets and other such hantened criminals. ——<—$——<— ee It 1s to Versailles, the birth-place of the present republtc, that the members of the French cham- bers go to cast their ballots for a successor to M, Grevy in the presidential chair. A pressure which could be resisted as long asa series of ministerial changes, however rapid, was the only thing de- manded, became too formidable for even M.
