Martha Newman testified that she saw Jones “jab” the deceased tn th. eye and then strike the deceased three times across the face with an umbrella. Annie Bird testified that she heard some “‘cross-questioning” between Jones and the deceased, and saw Jones strike Motris with an umbrella, and other witnesses gave similar testimony. ‘The district attorney said that he thought that this would complete the Govern- ment’s case, THE TESTIMONY TO-DAY. This morning the government recalled Dennis Newman, who testified that ten minutes or so be- fore the quarrel Jones asked him if he wanted a drink, saying there was @ bottle of whisky in a Stalitbue Witness did not take it. Morris was in the stable at the time but he did not hear the con- Versation. John Gibson was re-called and tea. fied that Morris owned tne whisky, and after Jones took a drink it was given to witness. STATEMENT OF THE ACCUSED MAN. ‘The prisoner, Beverly Jones, was sworn, and stated that his full name was Beverly Allen Jones; that he was born in Virginia; that he had worked tor Knox, Springman Bros., Zurborst, Stephenson, and others; he had known the deceased ten oF eleven years, and they were always iriendly. Coming 'to the day of the homicide, he sald: “uti son called me and ‘You doue me a dirty trick,’ and I asked, ‘How? and he answered, ‘You ‘ook @ drink of that whisky,’ and said the boy said $0. I asked the boy, Did you say that I took a drink?’ and tue boy waid *yes.’I denied it, and then Morris said, ‘If that ain't the truth there isnoGod beaven,’and then “TA cutyour— out,’ at the same time 1eeling in his hip pocket. 1 was aston. isued, and told Lim that this wes Mr, Stephen- son's stable and he did not want any trouble. 1 Was then leaning on my umbrella, and said I wou.d have him arrested. He then caine at me, and J just shoved the umbrella, and I would not have done so for anything. I would rather he had ‘cut me as he threatened 10 do. I did not threaten to job hig eye out. I did not say anything about eyes. I would not tell a ile for a seat in heaven. ‘T struck him three times, but I did not know that I struck him tn the eye.” On cross-examination witness said he had eaten at Morris’ house; that it was six years ago when he and deceased had s dimeulty, “Upon iny word Idid not take the whisky from’ the bottle. The re- Port begins with a short account of the general operations of the Bureau of Steam Engineering Guring the past year. Considerable work has been done in the way of improving the speed and coal endurance of some of the old vessels of the Navy by the addition of a system of forced draught. ‘The Swatara is now being improved in that way, ‘nd the Kearsarge, tato which the boilers which Were made available by the adoption of forced draught in the Alliance aud Swatara are being Put, is to be fitted inthe same way. The work dene at each of the navy-yards, both on the ma- chinery of naval vessels and in improving the con- dition of the shops, is described in detail. The ‘shops at Severai of tue navy. are suMiciently equipped for building marine macutnery of the largest size, but are deficient in their resources 10r handling work as quickly or economically a3 should be the case. In order 10 BE PREPARED FOX ANY EMERGENCY when machinery would have to be built rapidly tn large quantities, additions of modern tools should be made. Complete hydraulic boller-making Plants, capable of dealing rapidly with the thickest. steel plates, is recommended to be put upat tlie navy-Yards at New York, Norfolk, Mare Island, Each of the principal yards should be equipped with @ testing machine of the largest size, not 80 much for the p Of testing speci- meus as for proving parts which are to be ectually Ancorporated tnio maculuery. In this Way engines can be made much lighter than at present, as a great excess of weight 1s necessarily used in order to ullow for hidden deiects of material. All of our navy-yards are very defective in their general arrangements, The shops are spread about too much, aud are not near enough to the Water front for material to be hundied promptly. ‘The steam generating plant for running engines in the various shops, ad for heating purposes 18 very waste.ul. Each bureau has its own eral in different parts of the yard. At each yard there should be but one set of boliers tor this pur. pose, centrally 1ocated, from which underground pipes would radiate to the places Where the steaim ‘There is 700 MUCH ROUTINE AND RED TATE connected with the navy-yard management for proper transaction of business. The military fea- tures are mademore promiinent than the building and repairing of ships end machinery, and work 4s thereby delayed and its cost increased. ‘Ope of the most interesting parts of the report 4s that which states the present condition of the machinery of each vessel in the Navy, from an tron-clan down toa tug boat, with the amount necessary t0 be spent in repairs or to Mt for sea. Attention 18 called to a tact wuich has also been made prominent by Admiral Porter and by the chief constructor, ‘This 1s that the old single tur- Fel monitors are the only armored vessels that We orsess in a state of completion. We have others under Way and in contemplation, but we would have to rely upon tne vld ships in Case of a sudden declaration o: war. ‘These vessels sh sid be Kept {n condition vo be ‘used in case of any mecessiy urlsing Uefore the more modern siiips are com ph BY a very small Outlay the Speed of all the old monitors’ can’ be cunsiderably increased and the vessels consequently be made more ef- lent EDUCATION OF ENGINEERS. Attention ts called to the gradual decrease in the number of engineer officers, there being already an insufficient number to properly per- form the duties, ‘The reduction should be promptly Stopped and the number of passed assistant engi- hees restored to the Lormer number of one bun- dred. Beiter provision should be made for the education of engiuee:s tor the service. The ent aystem of education at the Naval ay, Which seek to make Jacks-o(-all-trades of tae students, ts not wut Is heeded. AU tue end of Lhe Second Year's courwe of study the cadets should be divided Into mnidsaipmen and cadet engineers, and all those uot ueeded to fil vacancies be dropped from Une service to make way tor a new lot trom which to make the next cuoice, JUSTICE FOR THE CADETS. The ald of Congress 1s asked to restore the pres- ent cadet engineers to their legal rights, of which they were deprived by being discharged from the service under a misinterpretation of the law of August 5, 1882. They have been restored to the service, but, although the Supreme Court has twice declared tuetr discharge to be lilegal, they Canuot be restored to their proper places on the Navy list wituout action by Congress, Leytsiation 4s also asked for the purpose of putting eugi Wal Academy on an equal foot~ jag With thelr classinatesof the line by making all graduates take relative rank according to o:der of merit al the date of graduation, instead of the en giueers ranking alter ine line, a3 at present. ‘The duttes of ibe Engineer-tn-Cuier trequently call him away from Washington, leaving veuind him technical work to be peformed, 10r whic there 18 uo proper person responsible. ‘There should be an engineer assistant to the Chiet of Buseau to do this Work, tue same as a profes. sional assistant is now provided tor We Bureau of Medicine and Surgery. ‘A PRACTICE WHICH SHOULD BE STOPPED. ‘The duties ot engineers on board ship are very often misinterpreted by commanding officers. On some ships the engineers are required to stand watch day and night when the machinery ts not Tunuing, and there 1s notuing to require their at- tention.” ‘This stanuing of Watches over a “unass Of cold cast-I"on” is nonsensical, and takes away @ great part of the interest which these oficers Would otherwise take in the care and preservation of themachinery. Mr. Melville remarks that “the idea nat an officer 1s not doing bis full snare of duty When ne 1s not as uucomiortable as 1 1s sible to inake him 1s too prevalent in the service.” THERE 18 TOO MUCH DILLETANEISY in the Navy, tho report says. Many officers pay a great deal more attention to the specialties of otners than they do to their own, with the result ‘that they become proticient in neither, Four bureaus furnish suéain macuinery to suips, while Lhe offivers of only one bureau are spectally eau- caved and trained in the design and inanipulation Of machinery. In the interest of economy, har- mony and ‘efMiicieacy this amateur enginteriug ‘snould be stopped at onee, and ail macuinery be puiced Under tue Care Of the engineers, Walle Lue Other officers can Mod plenty to do in’ the wide elds Of their own professions, Hers, sometimes sev— FINANCIAL AND COMMERCIAL ane ou OMY LORE Mock Market. tas oe Tork we tastier as a eat wire to Corson & Macartuey, 1419 & sircet, prices of y special bit ee eg, rer nad Ea eget ar i on ORE a Sect slot “Sass Baltimore Markets.
