— f AY & THE EVENING STAR: WASHINGTON. D.C., FRIDAY, SEPTEMBER 30. 1887—SUPPLEMENT. ‘From the Philadelphia Inquirer. ‘The interest in the coming convention of the Knights of Labor, at Minneapolis, ts something re- Markable. The Philadelphia delegates are es- Pectally Interested in one important measure which Mr. Powderly, tt ts said, will bring before the assembly. This 1s no more or lees thane scheme for the thorough reconstruction of the egecutive department of the organization, by Which the members of the general executive Doand, instead of betng elected as heretofore, will be appotated by the general master-workman, and will be known as the members of his cabinet. ‘The gentiemen at present on the general execu- uve board were elected for aterm of ever hence thetr time will not expire for another year. ton, however, can take action on the See neral assembly Eniguts ‘Tho greatest Concern ie felt in the suc- cea or fallure of the proposition, as it may or may hot mean an entire ‘change inthe policy that is now being pursued by the gentlemen that go to make up the executive board. CHARGES THAT HAVE BEEN MADE. ‘The charge has been repeatedly made by the ais- satisfied ones that Mr. Powderly meant well enough, but that his actions were too often by the wily schemes of is associates on ‘general board. By this plan, it is claimed, all ‘the petty es which now cause ¢: internal dissensions within the order will be done away With. More than this, it is said the organ~ fation will be benefited by the sincere, houest interest which the members will be enabled to im the cause. Instead of electioneering and ‘up their fences for re-election, they can de- ‘their whole time to advancing the cause. Beside, the general master workman can select con- genial’ associates, and men who he 1s confident support him in any line of action decide to pursue. It Is stated on ‘authority that if the measure as proposed Sond Decome a law Mr. Thera Ep hent ein consult three ‘nam! Eis men: Flee, their worth and merit af labor leaders; second, their ability and fitness to — and arbitrate labor dificulties, and third, recognition which thelr particular ‘locality 1s entitled to. The present members of the board naturally refuse to express their opinion of the plan, saying that they are willing to abide by the decision of the convention. ‘WHO WILL BE AFFECTED. ‘The general executive board, as at present con- committ John W. Hayes, of New Brunswick, 1s ry Mr Hayes bas been a member of the ‘Doard for three successive terms, and bas taken a Very active part in its deliberations. He 1s the Wa sence ‘two tea stores in New Brunswick. Bailey, of Shawnee, Ohio, has directed most of his attention while on the board to looking after the interests of the coal miners. He was chief of police at Shawnee for many ‘Thomas B. Barry, of East w, Mich., one of the valuable members of the council. He took an active part in the organization of the lumber- men of Mecnigan.T. B. Maguire, of New York, ts ‘noted for his connection with the celebrated Dts- trict 49, of New York city. Messrs. Ira B. ayles- worth and A. A. Carleton are the two new mem- Ders of the executive board. During the short time In which they have held the positions both have shown considerable executive ability. A miniature boom has already been started for James A. Wright, of this city, for a position in Mr. Powderly’s “cabinet. or ————— Prohibition Defeated. BUT THE STRENGTH OP ITS SUPPORTERS IN TENNESSEE ‘WAS A. COMPLETE SURPRISE—THE MAJORITY AGAINST TF 18 SMALL—SCEN&S AT THE POLLS. Dispatehes from Memphis, Tenn., say that re- turns recetved last night indicate that the prohi- bition amendment was defeated in the State by a very small majority. The anti-prohibitionists carried that city by a majority of 4.232, out of a total vote of 9,010. Shelby County will give about 6,000 majority ainst the amendment. Ladies Worked for the amendinent at. all the Ot ing precincts in Memphis. The oMcial vote in chat was 1,880 for the amendment and 3,019 against. In ull thecittes and towns ladies were at the polls with free-lunch stands and per- sonally solicited the voters At every voting Booth there was a lavish display of eer among them ‘being “Vote for God, home ‘Tennessee to-day;” “Vote for mother, wife and sister, that have no defense save your ballot.” During the morning prayer meetings were held at the churches. At Athens, where the vote was counted and it was ascertained that a majority had been obtained for prohibition, all the ward- workers bowed their heads and suag the doxology. East Teunessee ig claimed to have given a proui- bition majority of 10,000. "Tis ts. based on prt- Yate dispatches to probtbitionists. Davidson County will give an unti-majority of nearly 2,000. ‘The Nashville America. us ngures which indi- cate that the amendment bas been defeated by from 10,000. to 15,000. ‘The anti's claim 25,000 majority, but it will hardiy reach that figure. The Voters showed the utmost respect to the ladies who thronged the polis, Inthe sixth ward of Nasbville the anti’s rallied their forces early, and ‘were Foting in solid platoons of trom five to Atty. ‘The prohibition men were discou tw the de- that they deserted the polls ‘Then the fates rallieg, sent oat for riniorcements of their sex, and bravely stood in the breech pleading and praying with voters until the polls closed. ‘The vote on the prohibition amendment to the Constitution was much lighter than was expected in Knoxville, but resulted in a victory for prohi- bition, as Was anticipated. The vote for the amendment was-3i2, the vote against it was 1,120, showing a majority of 1,102 for prohibi- tion.’ Tue negro vole was almost solid ‘against Uheamendment, and represents at least three- Tourths of the opposition in Knoxville. Most of the white citizens who opposed the ainendinent id not go to the polls. so Gould and his Methods. COL RAFF TELLS THE PACIFIC RAILROAD COMMITTER WHAT HE THINKS OF THEM. At yesterday's session of the Pacitie Railroad Investigating Committee tn New York, after Tae Star's report closed, Col Relff, continutng his tes- Umony, said that the Union Pacttic Ratiroad ap- peared to be very fortunate, In that 1¢ possessed Tesources that allowed it to do what it pleased and still escape the administrators of the law. If ‘the laws were properiy enforced by those having them iu charge there would be no need of new legislation for sometime. ‘The Secretary of the Interior and the railroad commissiopers have all ‘the power necessary. “If I were an autocrat, and iy appointees did not perforin their duties Satis. f iy, I would make them commit hari kari, and would appotut somebody that would.” Re: Ing the Government directors of the Union Pacttic, Mr. Reiff sald: “If there were thirteen members of a board of directors at _a meeting and Mr. Gould was one of them, {'d_bet on Mr. Gould Just what he Wanted at such @ meeting every tine.” Judge Dillon expressed a desire to cross-examine the Witness, and proceeded until he Teached the matter of a suit brought against the Union Pacific Railroad to test the right of the Toad to coustruct branches, when Col. He said: “Isn't it very strange that they ‘who have been the greatest foes, expecially if they have been able foes, of the Union Pacifle In Con- gress, afterward appear as their champions? ‘The authorsof the Thompson bill, defeated for re. election by these people, appeared In their em- ploy at the next session of Congress. A DEAY MUTE ACQUITTED OF PROVED MURDER BY 4 ‘KENTECEY JURY. ‘The painful spectacle of a deaf mute tried for murder while totally unable to suggest a defense or understand a word was witnessed in the Hop- kinsville, Ky., Circuit Court this week. Peter Mc- ‘Comb was his name, and he was a young quadroun ‘who had always been regarded as a quiet, sober fellow. The murder was clearly proven, Peter Cary, another colored man, belng the victlan Cary's offense was offering to treat a woman to whom the mute was attentive.
