_—_ THE EVENING STAR: WASHINGTON. a 7 D.C.. FRIDAY, SE ® 1887—WITH SUPPLEMENT. THE EVENING STAR. WASHINGTO FRUDAY September 30, 1887. cRosBY 'S. NOYES. ‘The Evening tar has = regular, permanent bona fide daily circulation more than treble that of any other daily paper published in Washington, and much greater than that of all the ether daily papers here added Advertisers, will serve their own purpose best, and at the ame time greatly accommodate THe Srar, if they will send tm before noon to-morrow their announcements for the extra large edition of Saturtay’s paper. the forms of which must be sent topress much earlier than on the other five days of the week. ge Chiet Judge Ruger, of the Court of Appeals of ‘New York State, has granted a stay of execution in the case of Jacob Sharp, who will now remain Out of Sing Sing probably until the final appeal in his case has been decided. It ts said that the judge signed the papers as soon as they were brought to him at Albany by a messenger from New York city. It is, tosay the least, an interesting cotnel- dence that the counsel for Mr. Sharp should have it, Dy accident, upon @ magistrate who would be Teady todo this work so promptly. Respect for the purity and dignity of the bench, of course, pre- elude the suspicion that any outside influence could have contributed to the result in this case, And yet there are iil-natured critics, doubtless, ‘who will endeavor to trace a chain of connection etween past and present that will relieve the whole proceeding from any mystery for thelr minds They will recall the fact that Mr. Sharp's most notable part- ner in his Broadway railroad deal was James J. Belden, of Canal ring yotoriety; that Judge Ruger, while in private practice, was coun- sel for Mr. Belden, and protected him against the consequences of the prosecution set in motion by the state at Governor Tilden’s instance, receiving Immense fees therefor; that Juage Ruger’s elec- ‘Uon to the bench was largely aided by Mr. Belden, ‘who was his neighbor, and who worked in his 1n- terest although belonging to the cpposite party in politics; and that Mr. Belden has been deeply in- terested for his own sake in defeating Mr. Sharp's Prosecution and punishment. These ctrcum- stances, while they contain nothing essentially in confitet with the theory of a cotneidence, will, without doubt, be recalled by persons who want to find @ reason why Mr. Sharp's lawyers should have selected Judge Ruger, out of the whole array of seven judges on the same bench, when they ‘were In need of quick work to delay Sharp's pun. ishment. ——_— - = ____ ‘The train in which the President and Mrs. Cleve- Jand have started on their westward Journey has Deen described at considerable length in the press, ‘and no little stress has been laid on the fact that the cars are heated by steam from the locomotive and lighted by electricity. Hence, should broken Dridges or defective rai!s on any paftof the route cause an accident there will be no stoves to dis- charge live coals among the uphoistery and upon the inflammable varnish of the woodwork, and no ot! lamps to explode and send rivnlets of flame down upon the imprisoned passengers. The fact that these appliances have been introduced upon @ train expressiy prepared for the President of the United States shows that the railway experts who designed the cars know them to be entirely prac- Ueable, for the President is the last person mM the country whom they would have had the temerity to choose as a sub- ject for their mechanical experiments, ‘The last shadow of excuse for continuing the use of coal stoves and oll lamps on ordinary railway tains is destroyed. Every traveling citizen of the United States has the right to demand of the car- | rying companies the same thorough protection of life and mb that ts given to the President him- Self, If this Western trip, in addition to giving | pleasure to the visited, and enjoyment, instruction, | und new friends to the visitors, shall enable the | pubilc to drive the railway corporations from their last defenses of the coal stove and oll lamp, the people Will derive a practical and substantia | Venett from the President's torr, which will bring tosuch vacations an enthusiastic popular endorse- | ment. —_—— - ‘The mystery which has surrounded the fish- | eries negotiations between our government and | ‘the British is in a measure dispelled by the pubil- | cation of the names of the gentlemen selected to represent the United States. Dr. Angell is proba- Diy chosen because, on bis spectal mission to China some years ago. ue proved his ability as a diplomat. Mr. Putnam 1s less wide- ly known, He 1s a native of Bath, a lawyer of large practice and ad- maitted ability, and has taken active part in the discussion of questions connected with te fish- eries. He has been mayor of Portland, and was nominated by Governor Plaisted for judge of the State supreme court to fill a vacancy, but was not confirmed. In 1884 he was nominated for supreme Judge to suceeed Judge Symonds, bug shared the fate of the rest of the democratic ticket, which stood a doubly bad chance owing to the Presi- dential election then impending. Henry George as discovered and “announces that votes are actually bought and sold at city elections, and that they command from five to Ubisty dollars apiece in a hot contest. The fact of corruption in the elections of great cities has long been admitted, and has ceased to be ap issue. The remedy forthe evil ts what now coacerns the people. Popular suffrage in the choice of those who are to admintster the finan- cial affairs of large cities has proved a failure. ‘The difficulty has been to adopt a plan which would give municipalities reliable financial agents, and still be tree from objection as un- American in its limitations upon suffrage. _ The Matter Is settled by the Constitution for the Dis- trict of Columbia, which, while deprived of valua- Die and substantial rights, 1s also happily de- prived of the corruption of ordinary municipal elections and government. ee ‘The probibition amendment bas been defeated im Tennessee. This was not the fault of the wo- igen, however, who turned out in immense num- bers and set ther fellow-citizens of the sterner sex an exampie of activity at the polls which ought to put the stay-at-home grumblers toshame. They worked hard, and they never guve up tll the last ballot-box bad been closed and carried away. The repeated defeats of the prohibition party de not affect injurtously the general principle for which % contends They stimulate the temperance } movement, rather: for those persons who do not believe in prohibition, but who do believein a ‘stringent license law, are encouraged by discd¥er- Jag bow strong the tceling against free rum ts in every intelligent communit a ‘The estimates of the school trustees disclose the extent Of the city’s need of additional school build, ing. From lack of adequate accommodation- Gaip and dark rented rooms, utterly unftt for use, are in some instances occupied, and in other cases the half-day system, by which the youngest pupils are robbed of ba:f their schoul time, furnishes un- satisfactory relief. The lowest and highest grades ‘unite in implorin © room, ‘The trustees declare that sixteen new elght-room buildings are needed. The Cotamissioners can hardly do too much to bring this subject distinctly before Con- gress, and if the same spirit prevatls ta that body as at last session prompt and favorabie action may be consdentiy expected. —— Whatever may be thought of the general course of reasoning followel by Commissioner Oberly in his letter to the Iilino!s Democratie Association, here fs one part of 1¢ with which nobody can find fault. When he says that the democrats ought at least to be consistent, aud not imitate conduet whieh they censured 30 severely in republicans a few years ago, he gets upon ground where nobody ‘can assall his log! the question of the lewality of partisan clubs or- Sanized within the ctvi: service, Dut there is not even a question to divide on as to the impropriety ofclaiming that one party may do something Which another party may not. Atts an unfortunate thing that the last echoes of the centennial celebration at Philadelphia must have mingled with them tue din of sectarian con- troversy. As all religious denominations dwell undisturbed under the broad flag of the Union ‘and are equally interested in maintaming the re- public in its integrity, exercises commemorative of the framing of the Constivution should be ob- served by special self-resiraint and harmony among them and not by bitter wrangling. $+" ‘The Grand Army encampu:nt’s resoive to rec- ‘ommend and work for certain pension legislation does not appear to be unanimcus, although it must stand on the record as a voce of the onder asa whole.
