Citizens Take Steps to Provide an Im- posing Heception, THE MASS MEETING AT THE NATIONAL RIFLES’ AR- MORY LAST NIGHT—A GENERAL PLAN AGREED OX— ARECEPTION ON AN UNUSUAL SCALE OF MAGNIFI- CENCE PROPOSED. ‘The call for a meeting of “citizens of the District of Columbia who desire to unite in tendering to ex-Gov. Shepherd a public demonstration of wel- come on his return to the city of Washington” met with a response last evening that gave full as- surance tothe gentlemen who originated the move- ment that they bad not mistaken public senti- ment. The National Rifles’ Hall was filled with a gathering of representative citizens, little after 8 o'clock Mr. Hallet Kilbourn called the meeting to order, and on his motion ex-Mayor Jas, G. Berret ‘Was called upon to preside, CHAIRMAN BERRET’S OPENING REMARKS. Col Berret upon taking the chair remarked that the object of the meeting was so well known to everyone there that he felt that he should best dis- charge his duty by proceeding at once to the busl- ness before them without commentary from the chair. At the same time he claimed th3 privilege of saying that noone entered more cordially than he did in a movement to render honor to one to whom so much honor ts due. “It is well known to you,” he said, “that in the execution of the trust committed to him millions and millions of dollars were expended upon the beautification and adorn- ment of this capital—expended by a power exer- ¢ised almost entirely by his will—and be ft said to his great honor and credit that he left the public trust with clean hands and an empty purse.” Here Col. Berret was interrupted by applause, and by some one in the gathering who calied out “that isso.” Col, TTet, eeding as if there had been no interruption, sald, “and imiuediately thereafter sought to add to the Wealth of his country and to restore his broken fortunes in a land far removed from civilization, i trust that he has recuperated his fortune, and that the day is not far distant when he will re- turn to the capital of the nation to recetve the honor ‘and consideration to which he is entitled, not only from the people of Washington, but thé whole country at large. [Applause.] We have a city which every man throughout the land can feel a just pride in, and that the people of the country do feel proud of the ca; 1s to be found tn the fact that her representatives in Congress no Jonger hesttate to appropriate generously for Its Deautification and adornment; and the time, in my judgment, {s near at hand when the civii- ized world will admit that the city founded by ho Whose honored name it bears ts the most beautt- ful, desirable and attractive city in the world for all classes of people, rich and poor, educated and uneducated. FP. Mattingly offered a resolution “That it is the sense of this meeting that a popular demonstration of welcome to ex-Gov. Lancaster said that in view of the reso- lution adopted by this meeting, it seemed to him appropriate that the people of Washington should do some signal act to testify to their sentiment of respect for and gratitude to Alexander R. Shep- herd. He thought the proper thing to do was to offer hima the freedom of the city. Gov. Shepherd, he sail, returned here a grand hero, a conqueror. It Was no more than that the people within the bounds of this 10 miles square should meet him at the bounds of the city, aud there offer hin ‘the key of the citadel of this town and the tree- dom of this city, He thought nothing could be too great to show tueir sentiment toward the man who had so benefited this city and so enriched it by his genius. In his judgment the-e was no way that would express tils So emphatically, no way that would touch the great heart of the man they desired to honor more than to have the populace meet him at the entrance to the capital and offer him the golden Keys of the city. Talk about a monument! What greater monument could there be than the record that the first man ever offered freedom of the city was Alex. R. Shepherd. They had not met here for any common-place Spee sion; not to dine him, not for fireworks and pa- rade, but todo something signal, something that would attract. world-wide attention and give ap- propriate emphasis to an extraordinary occasion, He, therefore, offered a resolution that the city of Washington, tn its corporate capacity, offer to Gov. Shepherd the keys of the city and the free- dow of the capital. A gentleman having asked what the motion was, Col. He believed he was one of many, and yet, alas! not too many, who stood by ex-Gov. Suépherd from the ume he conceived the idea of makiaz the nation’s capital. No amount of newspaper criticism, no amount of niy- gardiy comment by those enriched by his Kents, could shake his confidence in Alex.
