Fe JRENT_ONE NEATLY FURNISHED FRONT we, 15th, Land M bona fide daily circulation mere than treble that of any other daily paper published in Washington, and much greater than that ef all the other daily papers here added together. ‘The Massachusetts “smelling committee” has made {ts report, and finds that the Federal Gov- rnment has still in its employ tn this city 530 Massachusetts republicans and only 28 Massachu- setts democrats; or, in other words, that about 95 per cent of the Massachusetts people in the de- partments here are opposed in politics to the ad- ministration. In the State of Massachusetts the Federal officeholders number 4,047, of whom 4289, oF somewhat more than 80 per cent are re- publicans. ‘The Massachusetts republicans re- tained at home and in Washington are estimated by the committee to consume some five million dollars a year of Government money in salaries. Hence tears and wailing and the gnashing of teeth. Has it occurred to the “smelling committee” to compare cause and effect, or at all events to note some striking coincidences in states more favored than their's? Doubtiessif they bad taken this trouble they would have discovered that New York and New Jersey, Marylang and Delaware, Ohio and California, Georgia and Mississippi, elther give permanent democratic majorities, or, at least, stand in the columnof doubtful states, while Massachusetts remains solidly republican, except onthe rare occasions when a bolt in the ruling party gives the victory to its foes. It may be that ‘the administration feels that such favors as it has co bestow would go with Detter grace to the demo- crats who seem to be able to make some return in kind than to those who cannot command a large ‘enough measure of public confidence tocarry their states in a close contest. Se As had been anticipated, the meeting of citizens last night to arrange a welcome for ex-Governor Shepherd was thoroughly representative and en- thuslastic. ‘The popular demonstration will take the shape of a parade and review, in which civicand snilitary organizations of the District and cftizens generally will participate, and on the following day a public reception. It was also proposed that the day of the parade and review be made by the Commissioners @ public holiday in the District. However small the power of the Commissioners may be totake legal andeffective action in the matter, the people of Washington can, toa large extent, make the day a holiday by treating tt as such. The suggestion of an exchange that Shep- herd, not Columbus, discovered the District of Columbia 13 pertinent, and as between the two worthies, Shepherd 1s at least as much entitled to the honor of holidays, reworks, and parades to- day as Columbus in 1892. And his reception will be a rousing one! ee ‘The important question whether the local asso- ciations shall now hold new elections of delegates to the Citizens’ Committee in view of the October eleetion of officers in that body, or whether the present delegates shall hold during the coming session of Congress will be brought before the next meeting of the Citizens’ Committee. The Tule providing that officers of the Citizens’ Com— mittee shall be elected in October seems to ind!- cate that changes in the personnel of that body should go into effect at that time. On the other hand any serious disturbance of the make-up of the present Citizens’ Committee and its subcom- mittees will in effect briag a new organization tuto existence to win public confidence afresh, un- settle questions practically determined, and waste much labor by the committees to be displaced. It would perhaps be better so far as work this winter Is concerned to have the present delegates hold office for a year from the present time. The Citizens’ Committee should regulate definitely the term, and time of election of its members. a ‘The prominent citizen who, in another column, urges the erection of a public statue for Alex. R. Shepherd and backs up bis opinion by offering so handsome acontribution, but voices the sentiment of thousands who think the time has come for some permanent substantial mark of the public appreciation of Shepherd's grand work—something ‘that in identifying bis name with the beautiful city of his creation shall show, in enduring bronze or marble, what manner of man Shepherd was. And nowhere could a nobler subject be found for the artist; @ grand head, in which mental and physical strength are combined in equal propor- ‘Uons, Supported by @ stalwart frame in keeping; A combination and a form indeed Where every god did seem to set his seal ‘To give the world assurance of a man. Geographical extremes meet, locally speaking, and the East Washington Association finds itself 4pon the same platform as the West Washington Association in endorsing the Commissioners as “men of sterling integrity and worth, anxious to perform thetr arduous duties faithfully and fully.” It will be understood after a while that the people of the District believe the Commissioners to be straightforward and honest, even though they criticise severely some official decisions and some of the District-Duilding business methods, Another serious break in the L-street water main, with the customary flood and water famine, further emphasizes the fact that “an ounce of prevention 1s worth a pound of cure.” Exeaoxzo Youxes Co.
