In the first instance they were expected to flood an already easy market with money, and produce & high state of speculative excitement. The pro- phets were astounded when the market failed to respond. Then they concluded that there would be @ bidding-up of priceson the bonds themselves, creating an aftifictat stimulus which would lift values generally by sympathy. On the contrary, the bondholders seemed quite willing to let their securities go, and the figures have steadily de- scended instead of ascending. The latest theory ts put forth by a Wall street paper that, In depress- ing the price of bonds by is purchases, the Secre- tary 1s bound to raise the price of stocks on the general list, by forcing sales and letting loose so much money, which must at once seex reinvest ment, This {s probably founded on as much of a fallacy as the others. The Secretary 1s not de- pressing bonds. He is merely offering to buy Donds, just as any other dealer would, for the low- est price he can get. It 1s the bonduolders them- selves who are making the offers and doing the depressing. The recogaition of this simple fact 1s worth a good deal in framing forecasts of the fu- ture, The steady fall of quotations in “govern- ments” of a certain class stnce the Secretary began buying, suggests no suspicion of their excellence assecurities, ‘They are just as good now, and just ag bighly esteemed by expert fanciers as they were three months ago. But in the meantime there bas come a change of feeling about Invest- ments. Capitalists who were content with small interest and absolute safety, are ready to take larger risks and larger profits, ‘They are di- verting thelr money from stocks and Donds and turning it in some cases into the channels of productive industry, or buying land wit! it. The dead season of summer gener- has a depressing effect on everything. The miils wait for cool weather to begin working off their goods, and the real estate market languishes Ul the alr gets a snap of frost In {t and sets men’s ‘wits at work again. The stock market is, there- fore, not necessarily a sure barometer of business feehng. Stagnation fn Wall street may, indeed, | under certain conditions, indicate increased actty- | sty somewhere else. And until some more definite information can be obtained, it will not be safe either to set down the present duilness to commer- cial discouragement, or expect a liquidation of Government bonds to boom the whole list on the Diackboard, from Albany and Susquehanna to ‘Wheeling and Lake Eri oe It was only 2 few days ago that the followers of Henry George claimed for themselves the title of “the new party". To-day it ts the “American Party” that seeks this distinction. The increase of new parties is one of the peculiar signs of the times. It may not indicate the immediate, or even the pretty remote, disin- tegration of the two great parties which divide the bulk of the popular suffrages in this country between them, but itdoes show very plainly a state of political unrest among the people. The latest addition to the list starts out upon the theory that there is an American nation, entirely cap- able of taking care of itself, shaping its own des- Uny and exercising an independent discretion in the chotce of means and ends. In its domestic economy, the members of the American party maintain that the republic fs safer in the hands of its native citizens than in those of persons who have only lately sought a refuge here; and that & proper restriction of immigration, and the adop- tion of laws which will reserve our public domain for actual settlers, have become neces- Sary to our national self-preservation—to protect US against the labor-hating anarchist on the one hand, and the grasping land-barongon the other, In its foreign policy this party holds that it ts the duty of our Government to be bold and self-as- sertive wherever the rights of Americans are n- volved, from the richest to the poorest, on landor on sea. ‘The progress of this new party will be watched with interest. While it may not assume the national proportions counted upon by its pro- Jectors there are indications that tts doctrines have been making considerable headway lately. ‘Many whose souls revolted at the narrow bigotry of the old Know-Nothing party, speak encourag- ingly of the prospects of an organiza. tion having the same general principle for its motive power, but less objectionable methods, The American party ts, therefore, likely tocccupy @ good deal of attention in the near fature. Its central purpose has long been nursed by clubs and societies, acting independently of each other, whom it is now proposed to bring to- gether and consolidate under one executive head. How well tt will succee4 depends largely on the ‘Way it beging its work. If its first acts are such as to command public confidence, it may grow up into an organization, holding the balance of power Detween the old parties more securely than the labor party with its factional differences, or than the prohibition party with its single moral reform tu view. —_—$__—< The stay-at-home policy which the President pursued for the first two years of his residence at ‘Une national capital has given away utterly before the generous hospitality offered him on every hand. He is now accepting invitations right and left. In Philadelphia, during the centennial of the Constitution, he is likely to have bis list so full of engagements that he will be pressed for time in getting from one to another. The new plan is a Detter one than the old.
