Upon this subject the address says: “Every message of President Cleveland has ignored any suggestion of a repeal of the internal-revenue system, and to the repeated efforts of the small minority of democrats who seek its repeal the democratic majority of the Forty-ninth cones speaking through its committee on ways an means—speaking for an overwhelming majority of the democratic party—speaking in accord with the views of President Cleveland—has given the following unmistakable responses on behalf of the democratic party: ‘On the 20th of July, 1886, in the House of Representatives of the United States, ‘Mr. Morrison, a leading democrat and chairman of the committee on Ways and means, on behalf of the democratic majority of the House, sub- mitted from his committee an adverse report upon the bill ‘to reduce the internal-revenue taxes,’ &c, That report is House docum¢ first session of the Forty-ninth Congress, No. 3209, and con- tains the following language: ‘Attempts to re- move the tobacco and other internal taxes are usually Justified by asserting these to be war taxes, and in atparents forgetfulness of the fact ‘Ut So far as relates to its money obligations the war is not half over, and will not be over until we have pald $4,000,060,000 yet to be collected in taxes from the people. A tax on these—topacco, snuff, cigarettes, &c,—is @ tax on indul- gence and excess, and its payment largely volun- tary. John . Carlisie is an unmanly and dishon- est subterfuge. ‘The Virginia democratic Repre- sentatives knew the opposition of Mr. Carlisle to the bill when they went into the democratic caucus. They Knew that a majority of that caucus agreed with the views of Mr. Carlisle, and would elect him Speaker, placing it’ in his power to appoint committees ahd recognize members in such @ Way as to defeat the measure. With this knowledge they agreed to be bound by the action of that caucus, and voted for Mr. Carlisle. The deteat of the Blair bill was the action of the dem- ocratic party, and for that action the democratic Representatives trom Virginia were as much re- sponsible as John G. Carlisle, because they agreed tw be bound by the action of a caucus which made him Speaker, with full knowledge of his views, and voted tor bim in obedience to that pledge, thereby surrendering every principle they rotessed upon the revenue, the tariff, and the lair bill to the dictation’ of the deimocratic ‘caucus, Well apprised of what they were doing, and we confidently predict the re-election of Mr. Carlisle as democratic Speaker by the next Congress, notwithstanding his opposition to that measure and all similar propositions.
