Ina nutshell, these are the cardinal principles of a new political party which 18 to be orm in this city during the consti- tutignalcentennial, next month. The doctrine is old and the party 18 to rise, phosntx-like, from the old know nothing and American parties during 8 Patriotic celebration. ‘The projectors of the new Party, the “American national committee,” to- morrow will issue a call for a convention, to be held on September 16 and 17 in St. George's Hall, 13th end Arch streets, in this city. The officers of the central organization and chief spirits in the ae are Wm. Horace Hepburn, chairman; J. M. 01 retary; J. M. Davis, assistant secretarys and Drew {didoy treasure. Chair. man Hepburn 18 @ well-known lawyer, He was never prominently identified with any political party, al ‘he was generally supposed to be democrat. He ts estimated to be worth half a million. J. 31. Munyon is. publisher. J. M. Davis 1s a jow and Dr. E. W. Kirby, who 1s a rominent physi has heretofore been identi- with the prohibition party and claims the dis- tinction of having nominated John P. St. John for the presidency in the convention of 1880. Most of the canvassing has been conducted by circulars, ‘one of which 13 a8 follows: “AMERICAN PARTY PLATFORM. “We, the undersigned citizens of the United States, realizing the dangers which threaten the welfare, it not the perpetuity, of this republic, hereby associate ourselves under the name of the American party, for the of protecting our ‘American Insuitations.” And 0. this end we here. by pledged ourselves to jote the following specific objects: Ist, the careful restriction of tm- tion; 2d, a thorough revision of the naturall- zation laws; 34, reserving lands for American citi zens only; 4th, the protection of Americans, in all thelr, riglits cn land or sea, tn ‘all parte Of the world; Sth, fo restrict and guard the right of elec tive franchise; 6th, to impose a high tax on all foreign immigrants; 7th, to abolish polygamy in the United states immediately and entirely; 8th, toenact and enforce such laws as will eradicate intemperance; 9th, to develope the resources of the country by a wise system of internal improve- ments; 10th, to protect and promote the American system of trae common schools; 11th, to adjust the relations between labor and ¢apital on a perma nent basis of equity and Justice.” SOMETHING LIKE A CHINESE WALL, The statement that General Master Workman Powderly and ex-Gov. Alger, of Michigan, are members of the new party, {s not true. Neither of the gentlemen has signified his intention of Joining the movement, although Mr. Powderly 1s Teported to have said: “I would lke to see a wall 500 feet high built around this nation’s territory, through which noone might pass unless he had money enough to keep him three years in this country.” So far as the restriction of immigra- tion ts concerned the new party would impose a tax of $500 upon every person who lands in this country, and in addition he would be required to obtain a permit from foreign consuls, based upon fan accurate blograpliy, to be furnished by himselt and by reputable citizens of the neighborhood in which he had lived. ‘Thus paupers, criminals, and Political agitators could be excluded. A foreigner would have to be a resident of this country twenty-one years before he could vote, It 1s ar- ued that te naturalizing of a forvigner after a few years’ residence gives him an advantage over aman of Amertean birth. FOR THE PROTECTION OF AMERICAN LABOR. “We have no desire to stir up bad feeling,” said Secretary Munyon to the Herald correspondent, “but we think the time has come when the Amert- can laborer should be protected. We have laws to rotect the merchant and manufacturer from European competition, but we have absolutely free labor. ‘Thousands of men are idle and tramp- ing about in search of work, others are striving to better their condition, and yet the great European horde continues to pour in.
