The discussion of water matters has resulted $m some changes and announcementsof advantage to the public, a better comprehension of the sitt- ation of affairs on the part of the people, more sat- tstaetory relations between Commissioners and ettizens, and encouragement to believe that in this and in other matters the Commissioners will De found acting in harmony with the intelligent wishes and best interests of the people of Wash- ington. Judge Cooley's letter, printed elsewhere in to- day’s Stax, explaining to a merchant the scope of ‘the powers of the Interstate Commerce Commis- sion and the proper mode of tnvoking them, de- serves a careful reading by everyone Who has to deal with a railway corporation in the couree of business. The Interstate Commission appears to Desuffering from a plethora of undigested com- Piatnts, made by persons who write to tt because Mey have nothing better to do, or because they cherish a grudge against a carrying company, or ‘Decamse they faney that the Commission ts all- Powerful and has only to utter a command in order to bring an extortioner to terms. When ‘these complaints produce no resul‘s the Commis- sion is blamed for its negligence, or for its need- Jess deliberation, or for its cowardice, or Worst of all—for its sympathy with the greedy corporations. Such charges are doubtless all about equally unjust. The commission cannot ‘De everywhere at the same time, it cannot invest!- gate a dozen cases simultaneously, and tt cannot exceed its jurisdiction, which was very carefully defined by the law of its creation. As a condition peecedent to any action on a complaint, that com- Plaint must set forth facts which will make a prima facie case. A vague accusation gives the commission no right, under the law, to take the ‘rst step im an investigation. Moreover, when a complainant tries to set forth his grievance, and shows, by his manner of going at it, that he is guessing at half the matters he sets forth as facts, 161s plain that the commission is not called upon to interfere till he shall have verifled the state. ments of his pleading.
