TREASURY ACCOUNTANT URGED REQUESTING THE SECRETARY OF WAR TO COURT MARTIAL CQL. LUDLOW. An adjourned meeting of the protesting water- takers of the city was held at the Grand Army Hall last night. There were about fifty persons Present. When Mr. John A. Hayward, the presi- dent, called the meeting to order, he said that the ‘reasurer was in attendance for the purpose of recetving the names and fees of those who wish to unite in legal action against the collection of Water rents and the water-main assessments, ‘The secretary, Van Buren Hillyard, stated that in reply toa note from Col. Lamont, tne private sec- retary of the President, suggesting a written com- munication to the latter instead of a personal in- terview, the committee appointed for that purpose had sent to the President a copy of the resolutions adopted at the last meeting calling for the re- moval of the District Commissioners. He said that they had as yet received no response. ‘The president of the meeting said that he had added Judge Willard to the law commitive and that committee Was now ready to receive coln- plaints of water takers aud to advise whether there could be a test case made in the courts, He Said that In the opinion of the committee there were two classes of cases wherein the Commis- sipuers have USURFED THEIR AUTHORITY AND DISOBEYED THE LAW. In the first class they have changed the corpora- tion laws of the city of Washington, enacted under the authority of the act of Congress of March 3, 1859, The Commissioners, succeeding to tue powers of the old assembly, iad the author- ity, and have now the authority, vo increase or Trates. But thé present Com- gone further, and have altered the law. The law of Congress gave them no authority to amend a law, nor have they author- It iter a law. The law giveS ‘them ten modes by which they can apportion the rates, but they have made them uniform, so that the frame house, the brick house, the cheap house, and the expensive house are all assessed at the same rate, The president said that he noticed in the hall Mr. W. C. Dodge, who had taken a great deal of interest in the water question, and he would, therefore, eall upon him for some’ remarks, Mr. Dodge said that he had prepared some time ago a statement showing the INCONSISTENCIES OF THE ENGINEER OFFICERS. He had asserted in the spring that there was to be an inerease in the water rates trom 12 to 15 per cent. Capt. Symons had, in a published inter- ¥iew, stated that the reason for this Increase in the Fates was that there was a deficiency of $68,000. This, Capt. Symons claimed, had been brought about by the appropriation of Congress, and as the money obtained from the water rates did not reach the necessury figure there was left a deficiency which bad to be imade up by an Increase in the rates. ‘Then Col. Ludlow, in a published in- twrview, denied that there was any increase in the Water rates and in the water-main tax. No one had claimed the latter. He suid that there had only been a readjustment of the rates, which Would yield eight or ten thousand dollars more each year. Mr, Dodge characterized this as A WILFUL AND DELIBERATE DECEPTION. He then read a statement trom a member of the House appropriation committee to the effect that he had no idea that there was any increase tn the Water rates contemplated. After the Commissioners had procured this additional appropriation from Congress, Mr. Dodge sald, then they claim that Congress compelled them to inerease the rates, ‘The change tu the plaus for the increased water supply toa tunnel aqueduct was done entirely by the engineers without the consent of Congress, and this had largely increased the expense as well as the burden upon the city. Wagner sald that his water rent haa Deen tnereased from $5.50 to $19.50, and when he protested against it Commissioner Webb informed hum that they had the authority to make changes in the rates. Mr. J. H. Smith sald that there was no city in the country ruled with such tyrannical power as this city. “The Commisstoners, n their increase in the Water rents and in thefr new police regu lations, Lad expressed a power as despotic as that Of the ‘czar of Russia. He had not had the opportunity to examine the statement carefully, but he had seen enough of it to convince himself that it was the most fraudulent and lying document ever put be- fore @ cominunity. Now, look at the figures given in the tables, he said.’ Duriag the year 1881 Capt. Symons states that there was $5,647.30 expended in laying water mains. Now, in iuy figures, which were Obtained from the repdrt of the Commissioners to Congress in reply to the resolution of inquiry, the amount expended 15 stated to ve $52,773.34. Now, the question 1s what was done with this balance ‘if it Was not expended in laying watermains? As further shown by the figures already published, Mr. Crane sald that there was a deflctency of $212,615.42 between the amount collected and the amount expended by the water department for the Six years from 1880 to 1886. ‘This was not ac- counted for in the statement prepared by the Com- missioners, and he, for one, would like to know What had been done with the money. ‘There were other points, Mr. Crane said, he could bring out if he had sme to go over the statement.
