LAWRENCE GARDNER EXPLAINS THE RESOLU TION HE OFFERED AT THE CITIZENS’ MERTING IN SOUTH WASHINGTON. “A man does not realize the inconventence of serving on a Jury for three months until his turn comes around,” remarked Mr. Lawrence Gardner this morning to a Stax reporter, in conversation tm regara toa resolution which he introduced at a meeting last evening of the South Washington Cltens' Association. “In other elties the terms of the courts have been reduced to two, three and Sometimes tour weeks, but here the old custom 1s stili adhered to of having long terias. It 13 ask- ing too much to require a citizen to leave his busi ness for three months and devote hts time to jury duty. That, I believe, 1s the reason why jury- duty is shirked and why our best citizens are un- Willing to serve on a jury. ‘The object of the reso- lution ts simply to have this matter considered by the Citizens’ Asso-lation, so that It can be | prop- erly presented to Congress and the necessary legislation secured, Jury duty should be made as pieasant as possible, and every hindrance re- moved to our best citizens giving thelr time and attention to this Important matter. In order to get the best material on our juries the term of the court should be so shortened that a man can serve without imperiling bis bustuess. I think that nearly every man would be willing to give two or Taree oF even four weeks to the public, and, it this could be brought about it would unprove the administration of Justice here in the District. The character of our juries 1s excellent, and it ts Sometimes surprising that our citizens are suf etently public-spirited to make the sacrifices that they doin order to perform this duty. The South Washington Association Approve the K Street Route. ‘THE TWINING ALTERNATE BILL TO BE SENT TO THE CENTRAL COMMITTEE—A RESOLUTION ON THE JURY SYSTEM—A PROPOSITION TO SHORTEN THE TERM OF SERVICE—TO RECLAIM THE “DIVISION.” ‘The Interest in the railroad question was strong enough to call out a very good attendance last night at the meeting of the South Washington ‘Tax-payers’ Association, notwithstanding the heat, ‘The meeting was held in St. Dominic's Hall. Some of the prominent citizens disregarded ceremony for the time being and sought comfort by stripping off their coats and sitting in their shirt sleeves. Mr. A. P. Barker, vice-president of the association, presidea,{Mr. 0. T. Thompson filling the post of secretary. The first business that came up was & report from the railroad committee, ot which Mr. Barker is chairman. ‘THE RAILROAD REPORT. ‘Mr. Thompson presented the report, which was short, setting forth that the committee “have given the question of railroads due consideration, and would recommend to the association the adoption of the "known as the Twining alternate report, which’ prescribes that the Toads shall be “laid along K street south from the outlet of the present tunnel to Water street, and thence along Water street to the Long Bridge. ‘This report, Mr. ‘Thompson said, was approved by every member of the committee. ‘Mr. Fish moved that the report be adopted. Sore of those present having expressed ignorance gf the provisions.of the railroad Dill thus approved Mr. Thompson stated that the Twining Dill an the Morrill bill are almost the same, the difference being that the Morrill bill locates ‘the depot, but the Twining bill does not. ‘The routes prescribed are the same. SIXTH STREET AND THE MALL. Mr. Geo. White asked if this report of the com- mittee contemplated the removal of the depot from the mail and the railroad tracks from 6th street. He thought there should be some definite recom- mendation on this point, Mr. Barker Said the supposition was that if the K and Water street route were adopted the depots ‘Would necessarily be located somewhere on the route. It oes up to the central committee with one voice. belleve it represents the sentiment of a majority, if not all, the people of South Washington.” A PROPOSED JURY REFORM. ‘Mr. Lawrence Gardner offered a resolution set- Ung forth that as “there exists in the District of Columbia an old jury law that has been abolished in nearly every State in the Union, that compels a man when drawn on the jury, elther grand or petit, to leave his business and serve for a full term of the court, sometimes over three months, Tauch to his personal loss;” and as “it is our bellet that better and more competent men could be obtained as jurymen and a__more willing service secured if the laws were amended 80 as to make the terms of the court shorter, and | every man drawn be compelled to serve; it 18 the sense of this, ‘The Citizens’ Association, No. 1,” that some such change fs desirable, and ‘that the Citizens’ Representative Committee of One Hun- dred be requested to give this matter attention.” ‘The resolution was xdopted wituout dissent and referred to the Committee of One Hundred. TO REDEEM THE “DIVISION.” ‘Mr. Ross A. Fish offered the report, which was adopted, approving the bill introduced into the House last January, to authorize the acquisition by the Government of certain parcels of land be- tween Penusylvanla avenue, B, 9th, and 15th streets northwest, to be used us sites for public buildings. Mr. Fish stated that this bill contemplated the cutting through of Virginia avenue to the Monu- ment, and the redemption of what ts known as “The’ Division.” The report was adopted and re- ferred to the Citizens’ Representative Committee. Dr. Hazen was made chairman of the sewer com- mittee in place of Mr. Grant, whose ill-health has prevented him from attending to the duties of the chairmanship, and Mr. P. N. Dwyer was elected a member of the executive cominittee in place of Mr, Temple. ‘There Was no lack of harmony manifested on the raflroad question last night. Ampther Victory. THE WASHINGTON NINE CONTINUING ITS GOOD WORK. Another well-played game of bali yesterday and another victory for the doughty Statesmen over the Phillies. The score was 3 to 2. The Wash- ingtons are straining every effort to win three straight games from Philadelphia. To-day’s game will be a hard struggle, for both clubs are on their mettle. If the Statesmen win to-day their record will be truly phenomenal. Steady, earnest work has done wonders of good, and it iS refreshing to see the home team display such vim and snap as have characterized recent games. Shaw and Casey both pitebed with teiling’ effect yesterday, and Were well backed up. ‘The visitors nearly won the game in the ninth inning. Ludlow Explains the Position of the Commissioners on the Vexed ‘Water Question. ‘There has been more it than usual among Water-takers this year, and the result is a call for a meeting to-night to give expression to the complainta. These complaints arise in some ‘cases on account of an inctease in water bills over former years, and in others on account of the pre- sentation of bills for water-main taxes claimed to be due. The situation was explained toa Stan reporter by Col, Ludlow, the Engineer Commis- sioner, to the following effect: A year or more ago it was discovered that the books and accounts of the water office were in a very unsatisfactory state. There was apparently a amount due 8 the watep-main Man account, but it could not be readily ned what the delinquencies amounted to. Changes were then made in the personnel of the water office, and an effort made obtain @ correct statement of ali arrears of {quencies on the showing of the books amounting a on 1 {Dabout’ $150,000." The books, of course, show only that such taxes had not been collected, but did not expiain whether there was an actual de- lnquency—that is, whether the premises in each case Were properly charged with the tax or not. ‘THE WATER-MAIN CIRCULAR. ‘Thereupon the water office then sent out circu- lars to owners of property against which it was found such charges, according to the books, re- mained unsatisfied, giving notice of the existing charge against the property and saying “No water- taain tax has Deen pald upon the property as re- quired by law. No premises on which the water- iain tax has hot been paid are entitled to receive a water supply. If, therefore, continuance of ‘water service 18 desired, it 1s requisite that the tax be paid, or cause shown Why it should not be paid.” These circulars, the Commissioner said, were sent out for the purpose of the in- formation not afforded by the and that was the reason why no water-main tax had been col- lected from the properties in question. Answers had been received very generally and the desired information had been, in most cases, obtained. In some cases it was clafned that at the time the tax Was levied the property waz a church ty and therefore exempt; in other cases the claim Was made that the water-main was laid on the ‘opposite side of the street, or that the charge was erroneous for some other reason. Many questions were brought up to the Commissioners for settle- ment, an linportant one being the mode to be fol- owed in enforcing the collection, of delinquent swater-main taxes in the cases Where, in the opin- ton of the officials, no good reason could be shown why the tax should not be paid. ‘This question he3 not yet been fully decided. ‘THE “SHUTTING OFF” PLAN. Among the propositions coming up for discus- sica 1s that of enforcing the collection of the tax by cutting off the water supply from the premises ‘of those who refuse to pay. There has been no decision, however, in favor of such a course, and ‘the Commissioners are inclined to the belief ‘that the only proper way of enforcing the collection 13 to do it through the collector of taxes by adver- Using and sale at the tax sale. Ludiow 13 of opinion that the process of shutting off the water can be properly employed in the case of persons who decline to pay a water- main tax because the water main from which they get service does not bind upon thelr prop- erty. Under the law the Water-main tax 1s charge able only against the property 1n front of which it is laid. ‘There are many cases, however, where such mains have been tapped to'supply houses on a side street having no main of tts own, or on an- other side of the saine square. Col. Ludlow thinks the law was worded as it was because 1t was ex- pected that the main would supply only those Properties fronting upon it, He thinks that in equity the property around the corner, which 1s equaly beneflted by the main and obtains its ‘water supply from it, should pay tts share toward the expenses of the water system. Ludlow said, were from persons who hereto- fore have not paid so much as they rightfully should have paid under a strict adjustingnt of rents, ‘The rigorous inspection of the past year, and the close examination of the affairs of thé water Ceparuneut have resulted in discovering many cases where the rents charged were below What Was actually due. ATTEMPTED SUICIDE OF 4 Woman sy DROwNING.— Yesterday afternoon Annle Terroll, a woman thirty-four years old, who lives with’ her father, Mark Ter-oil, on the’ Brookville near Tenley- town, attempted to commit suicide here by jump- ing into thecanal, near the Aqueduct bridge, but Was rescued by two boys. She was taken td the seventh precinct station by Ofticer Warwick, where she stated she Was troubled with heart dis- ease, and that she dreaded the buzzards that were continually after her. ‘This s her second attempt to commit suicide, she stated. DROWNED IN THE RivER.—While Henry Fields, a colored boy, eighteen years of age, wus wheeling stone frou & quarry, near the Chain bridge, to a. stone scow, he fell from the gang plank into the river yesterday and was drowned.
