The legal right to withhold the water in such cases fs far from clear, and the effect upon the public health of a denial of the water in a large number of instances might at this season be especially unfavorable. This announcement by the Commissioners removes the impression natur- ally given by the Indirect threat of deprivation of the water contained In the circular sent to those ‘who appeared from the books to owe water-main taxes, and takes from the indignation meeting announced to assemble at Shea’s Hall to-night One of its principal causes of complaint. Judging, however, from recent newspaper literature concern- ing the water department, those who complain of ‘What department's methods and claim that no in fense in the general schedule of water rates and Ro Increase in the rate of water-main tax are nec- ‘essary, will probably consider that thetr objec- ons have not been met, and that they still have cccasion to protest. Every District citizen 1s tn- terested in requiring the equal application of the Same schedule of taxation to all taxpayers and it ‘any have been tlegally favored in the past they must, of course, be promptly called to account. If next yearthe majority Of the Ohio republicans prefer some other man to Sherman, they will send anti-Sherman delegates to the national convention, in spite of any indorse- ments, approvals, votes of confidence, recom- Mendations, or other declarations of fealty that ‘the gentiemen gathered together at Toledo this ‘Week can publish to the world. On the other hand, any hostility expressed for Sherman by this Group of men at Toledo should not prevent him from appealing next year tothe people of Ohio. ‘The effect of raising the tssue at this time ts to arouse bitter animosities and cause dissensions And divisions among the republicans tn the face of an opposing force, and many of the strongest admirers of Sherinan’s shrewdness and great ability are questioning whether the game 1s ‘Worth the candie, and find encouragement only in ‘he reflection that Sherman usually knows what he ts about. $$ oe Representative Collins, of Massachusetts, has come out, fairiy and squarely, as an opponent of ‘The administration. An interview between him ‘and the London correspondent of the New York World leaves his attitude no longer uncertain. He does not believe that Mr. Cleveland can be re- nominated, and 1s evidently very glad that he doesn't.
