Speaking of the new civil service rules, the cor- Fespondent of the Baltimore Sun represents the Civil Service Commissioners as saying that the experiment has given promotion to clerks who, under the reign of favoritism, would have re- mained in obscurity unnoticed by their superiors, and adds: “Favoritism especially the President desired 5! cease to be the mainspring of all promotions. Commissioner Egerton states that 8t 1s apparent even at this early date that the new Fules have accomplished this.” If 1t be true that government positions are now retained and pro- motions on merit sole dl that favor ftjsm 1s abolished, the new rules, to which the credit for this reform must be attributed, deserve ® monument. But the public, always slow to Build monuments, even when deserved, wili seek enlightenment upon a few points before contrib- uting in the present case. How do the Civil Ser- vice Commissioners know that the reign of favor- ftism isended? According to the reports the new examinations have not been difficult, nearly every. Dody has passed, and hardly any one who has not passed was raced as efficient by his superior of- ficer. In what respect, then, are these superior OMicers restricted in the privilege of promoting favorites? Every one who has commended him self to them, and has received the stamp of ap- proval in a satisfactory rating as to efficienc Ss labeled as eligible for promotion. What does Mt matter that subordinates whom the chief does Rot like are alsoso labeled? The superior officer can still promote whom he pleases. Promotion does Rot depend upon the a obtained in the ex- amination, and a favorite just slipping through an easy examination, or pulled through by an @Mictency rating, may be promoted and the supe- rior work of every other clerk ignored. What makes it apparent to the Civil-Service Commis- stoners that favoritism 1s, in fact, no longer the mainspring of promotions? What do the new Fules accomplish in this direction by endorsing nearly everybody as eligibie, and leaving the pro- motions to be made as before? A correspondent of the Philadelphia Telegraph discusses the pro- motions made since the examination under the new rules determined who are eligible, and, citing specific cases, shows that standing im the examination has been, as a matter of fact, entirely disregarded in distributing the ” prizes among the eligibles A clerk 1s com- pelled to stand the examination for promotion, Mut has no assurance of promotion though he passes at the head of the list. The term “exam- {nation for promotion” is a misnomer. It 1s only an examination for eligibility elther to promotion or dismissal; and it fs hard to see how, under the circumstances enumerated, {t has been any effec- tual check upon the evil of favoritism. ——————— It takes time to reorganize political parties in a great State, but Itcan be done.
